About the Opportunity
Reporting to the DVPR, the Senior Director provides campus-wide leadership in multiple complex areas of research compliance and integrity by developing programs, policies and streamlined business procedures as well as education and resources to facilitate the conduct of ethical research in accordance with federal and state regulations and University policies. This position oversees the Human Research Protections Program serving Brown and its affiliated hospitals, the Animal Research Compliance Program serving Brown and its affiliated hospitals, Brown’s Conflict of Interest, Export Control, and Research Security Programs, and Brown’s Research Integrity Program, which includes Research Misconduct investigations and Responsible Conduct of Research education This position provides support and regulatory advisement to the University's Institutional Review Boards (IRB), the Institutional Animal Care and Use Committee (IACUC), the Conflict of Interest Review Board (COIRB), and the Embryonic Stem Cell Research Oversight (ESCRO) Committee. The Senior Director ensures that researchers adhere to international research requirements through oversight of the University’s Export Control Compliance and Research Security Programs and service on ad hoc committees convened to develop the University’s approach to evolving regulations related to integrity, science and security. This individual promotes integrity in research by directing training in responsible conduct of research, and by managing all research misconduct cases and conducting other research integrity-related reviews and investigations in collaboration with the Office of General Counsel.
The Senior Director will foster strong relationships with key University stakeholders (General Counsel, Sponsored Projects, University Compliance, Information Technology, Communications, Internal Audit, Risk Management, Environmental Health and Safety, etc.) and work collaboratively with hospital partners to leverage resources, provide or work on developing centralized support services and consistent compliance standards. The Senior Director will strategically identify programmatic and institutional gaps in their area and bring together cross-institutional Working Groups to develop and implement processes and policies to address these gaps. This individual will be responsible for supervising and providing professional development to a team of approximately thirty-six FTEs.
Qualifications
- Bachelor’s degree required, advanced degree preferred, with a minimum of 10+ years of related experience working in a research environment, preferably higher education or relevant experience.
- Strong analytical, decision making, problem-solving skills
- Demonstrated supervisory and staff leadership experience, including a strong commitment to professional development
- Demonstrated ability to synthesize complex regulatory and policy analyses and resulting recommendations and decisions into clear and concise written reports
- A thorough understanding of animal subjects research, human subjects research, biosafety issues, and conflicts of interest, with extensive knowledge of applicable federal, state, and local rules and regulations.
- Demonstrated experience with research integrity investigations, including handling allegations, inquiries and investigations of research misconduct; ability to conduct forensic analysis strongly desired
- Demonstrated facility with export control regulations and experience building, growing and refining a University-wide export control compliance program
- Experience reviewing and negotiating agreements to facilitate the conduct of multi-site collaborations related to human subject research compliance
- Demonstrated ability to manage a complex organization that provides high levels of customer service.
- Experience planning, scheduling, and successfully carrying out multiple projects at the same time for the submission, review and approval of documents related to research compliance.
- High level of competency with systems applications and databases.
- Excellent project management skills and the ability to innovate and implement system solutions and move business processes to electronic solutions.
- Experience in the development and implementation of policies and procedures
- Proven aptitude for taking initiative, identifying, prioritizing, and planning activities necessary to meet department and institutional goals
- Excellent interpersonal and communication skills with the talent to develop and maintain effective working relationships with various constituencies including faculty, senior administrators, staff and hospital partners.
- Flexible, tactful and diplomatic
- Experience developing and conducting training or educational workshops in an academic setting.
