Job description

The Software Developer will support the Texas Health and Human Services Commission on enterprise application and reporting modernization initiatives. This role is responsible for designing, developing, enhancing, and supporting enterprise applications using .NET Core, React JS, SQL Server, Oracle, Power BI, and cloud-based platforms. The developer will perform advanced analysis, design, coding, testing, deployment, and maintenance activities within an Agile environment. This position works closely with business stakeholders, architects, and cross-functional IT teams to deliver scalable, secure, and high-performing solutions. The role also supports legacy data transformation and migration efforts to enable new solution implementations. Responsibilities: Design, develop, enhance, and maintain enterprise applications using .NET Core, C#, React JS, JavaScript, HTML, and CSS. Develop and maintain SQL Server databases, including stored procedures, views, functions, and performance tuning. Perform Oracle-related tasks, including data migration from legacy systems to SQL Server. Develop and maintain Power BI dashboards, paginated reports, and data transformations to support business and operational reporting. Implement, deploy, configure, and monitor cloud-based solutions and integrations using Azure or other cloud platforms. Troubleshoot, diagnose, and resolve application and production issues across the full technology stack. Develop and execute unit, integration, and system tests, and support defect resolution and regression testing. Utilize CI/CD pipelines, Git, and DevOps tools to support automated builds, testing, and deployments. Transform and migrate legacy data to support new solution implementations. Convert legacy applications to web-based solutions and ensure compliance with accessibility standards (e.g., Section 508). Create and maintain technical documentation, including design specifications and operational guides. Collaborate with business analysts, architects, and stakeholders to translate business requirements into technical solutions. Requirements Minimum Qualifications: Candidates must meet all minimum qualifications 11 years of experience in full stack development using .NET Core, C#, React JS, JavaScript, HTML, and CSS. 11 years of experience with SQL Server, including data modeling, query optimization, and performance tuning. 11 years of experience in Oracle, including performing data migration from legacy systems to SQL Server. 11 years of experience with Power BI, including dashboards, paginated reports, and data transformations. 11 years of hands-on experience with cloud platforms (Azure preferred), including app services, storage, and security. 11 years of experience transforming and migrating legacy data to support new solutions. 11 years of experience converting legacy applications to web-based solutions. 11 years of experience with CI/CD pipelines, Git, and DevOps tools. 11 years of experience in Oracle data migration. 11 years of strong analytical, problem-solving, communication, and collaboration skills. 11 years of knowledge of accessibility standards (e.g., Section 508). Preferred Qualifications: 8 years of experience migrating data within government or regulated environments. 8 years of experience with Agile/Scrum methodologies, including sprint planning, backlog refinement, and release activities. 6 years of experience working in Texas state agencies, healthcare, or public sector environments. Additional Requirements: Only local candidates within a 50-mile radius of the work location will be accepted; candidates who are out of state and planning to relocate will not be accepted. This engagement may be extended into FY27 by written agreement of both parties. Work Location and Schedule: Location: 4601 W. Guadalupe, Austin, Texas 78751 Schedule: Monday through Friday, 8:00 AM to 5:00 PM, excluding Texas state holidays when the agency is closed. Work Arrangement: 100% On Site (No Remote Work)
