Job description

The Massachusetts League of Community Health Centers (League) was founded in 1972 as one of the country's first state Primary Care Associations (PCAs) . Established under the same federal authorizing legislation as the health center program ( Section 330 of the Public Health Service Act ), PCAs are organized around a set of core functions and competencies that provide a framework for support and assistance to health centers and the communities they serve.

The League is a non-profit 501(c)(3) organization registered as a public charity with the Commonwealth's Secretary of State. It maintains a professional staff at its headquarters in Boston and its training center in Worcester .

Position Summary

The Program Manager supports the implementation, administration, and continuous improvement of workforce development and training initiatives that serve Massachusetts community health centers. Working closely with the Workforce & Training team, this role coordinates program operations, manages participant communications, maintains program data and reporting, and supports grant-funded activities from recruitment through completion. The Program Manager serves as a key point of contact for participants and stakeholders, helping ensure a high-quality experience while supporting program goals, compliance requirements, and timely deliverables. This role is an integral part of the Workforce & Training team.

Essential Functions

  • Support the implementation, administration, and continuous improvement of workforce development and training programs serving Massachusetts community health centers
  • Coordinate day-to-day program operations in collaboration with the Workforce & Training team
  • Manage participant communications, including outreach, updates, and ongoing engagement throughout the program lifecycle
  • Serve as a primary point of contact for participants and key stakeholders, ensuring a responsive and high-quality experience
  • Oversee participant recruitment, onboarding, and progression through program completion
  • Maintain accurate program data, records, and tracking systems to support reporting and evaluation needs
  • Prepare and support timely program reporting, including grant-related documentation and deliverables
  • Ensure compliance with program requirements, grant guidelines, and organizational standards
  • Support the execution of grant-funded activities, ensuring alignment with goals, timelines, and outcomes
  • Identify opportunities for program improvement and contribute to continuous quality enhancement efforts
  • Prepare and present informative presentations to communicate with the community and stakeholders
  • Engage with community members to gather input and foster inclusive participation
  • Collaborate effectively with internal team members and external partners to advance program goals

  • Demonstrated business development skills; ability to thoroughly research, identify and execute on opportunities for expansion

  • Up-to-date knowledge of business and information technology

Education/Experience

  • Bachelor's degree, preferably in public health, behavioral health, education or relevant work experience required
  • Experience working in a community health center and/or with career pathways programs preferred
