Job Overview
The Health Facilities Integrator and Technical SME supports and enhances medical infrastructure operations for the U.S. Army Office of the Surgeon General, U.S. Army Europe-Africa, and Army Medical Logistics Command. This position ensures facility readiness and responsiveness by integrating medical infrastructure requirements for U.S. facilities located in Europe, Africa, and the Middle East. Key responsibilities include the following:
- Operational Support: Maintain and improve operational medical facilities within the European, African, and Middle East theater.
- Strategic Integration: Coordinate infrastructure planning to support the Army Surgeon General’s integration mandates, USAREUR-AF, and AMLC operational missions.
- Compliance and Readiness: Align medical facility requirements with technical standards to ensure all infrastructure is mission-ready and compliant with regulations.
Qualifications
- Education: Bachelor's Degree in Architecture, Engineering, Construction Management, Project Management, Logistics, or Healthcare A dministration .
- Preferred Experience
- T hree years of experience with key aspects of health facility planning, to include working knowledge of the Unified Facilities Criteria (UFC) 4-510-01, fire protection, life safety, and joint commission standards
- Three years of experience in or with the military or other government agencies
- Ability to travel; locations may include Germany, Estonia, Lithuania, Lativia, Belgium, Netherlands, Italy, Poland, Romania, Greece, and other U.S. European, African, Middle East sites requiring medical health facilities planning.
- Fluent English
- Driver’s License Responsibilities include, but are not limited to:
- Support the integration of Army Medicine Facility capital investment requirements and priorities through coordination with regional stakeholders to enable Army Medicine’s tactical mission success.
- Provide consultation and advice to HFPA/ 68TMC G 4 leaders to help shape Army Medicine environments of care in tactical settings across the USAREUR-AF area of responsibility (AOR).
- Support services include project management and integration; master plans and design development; planning and design submittal reviews and coordination (e.g., requirements identification, submittal receipt, distribution and reviews , design review comment submission within various comment collection tools and timelines, request for information coordination, etc.); data collection for recurring reporting and presentation requirements (e.g, weekly situation reports, etc.); scheduling , attending and reporting on meetings; and coordinating and distributing staff ed products.
- Coordinate project information and tasks to enable HFPA/ 68TMC G 4 support of Army Medicine with team representatives of various stakeholder and enabler organizations including U.S. European Command (EUCOM) , USAREUR-AF, V Corps, 68TMC, Medical Readiness Command-Europe (MRC, EUR), U.S. Army Corps of Engineers (USACE), Installation Management Command-Europe (IMCOM-E) and subordinate Garrisons , Defense Health Agency (DHA), Host Nations, and project site managers .
- Consolidate, review, analyze, present, develop, and distribute data related to, but not limited to, Operational Readiness Clinics, CL VIII Supply and CL VIII Maintenance facility requirements in contingency and enduring areas of operation . Types of assignments include area development plans; military construction and sustainment, renewal, and modernization projects; health service support activities; defense support of civil authority activities; force health protection activities; and global health engagement activities.
- Obtain, compile, and report the status of military construction, unspecified military construction, and restoration and modernization projects with Army Medicine equities in the acquisition stages of planning, programming, design, construction, transition and activation, including host-nation funded projects.
- Provide health care facility program and project information to HFPA/ 68TMC leadership to maintain awareness of items requiring action, resources, and Army Medicine senior leader attention.
- Coordinate with the HFPA Support Division for health facility planning support based on current UFC, technical standards and codes as well as health care practices and modalities to ensure functionality of clinic and medical logistics facility solutions and operational facilities to sustain high-quality healthcare for our deployed units and Soldiers .
- Support the development and execution of health facility planning efforts in support of EUCOM and USAREUR-AF in the context of health service support, force health protection, global health engagements, and defense support of civil authorities.
- Support HFPA’s program manager for the Army Medical Logistics Command’s facility portfolio in Europe. Provide assistance in the domains of planning, design, construction, initial outfitting, and transition for AMLC facilities and infrastructure, including the Army Prepositioned Stock (APS 2 ) program throughout the USAREUR-AF AOR.
DOCPER/SOFA/Logistical Support Status This position is eligible for support under the NATO Status of Forces Agreement (SOFA) supplemental agreement articles 72 or 73
