Responsibilities
The Telecommunications Compliance Manager will manage NWN's telecommunications regulatory compliance process for the organization. Reporting directly to the Director of Accounting, this position is an integral part of the Controllership team that works closely with Finance leadership, Legal, Finance Operations, Sales, Sales Operations, and Business Operations to manage NWN's multi-state telecommunications regulatory obligations.
Location: Fully remote, support East Coast hours.
- Oversee and manage the telecommunications regulatory compliance and filing regime for multiple legal entities that resell VoIP and regulated telecommunications services.
- Prepare, file, and maintain federal and state telecommunications filings, including FCC Form 499-A and 499-Q (Telecommunications Reporting Worksheets) and associated Universal Service Fund (USF) contributions; FCC Form 477 (Local Telephone Competition and Broadband Deployment) reporting; and state public utility commission filings, including the California Public Utilities Commission (CPUC), and related registrations, reports, and surcharge/fee remittances.
- Manage and coordinate third-party telecom compliance vendors, ensuring accurate, timely, and cost-effective regulatory filings and remittances.
- Ensure proper mapping of new SKUs and products so that telecom tax treatment is correctly determined and coded in the SureTax tax engine.
- Partner cross-functionally with the Customer Success, Order Management, Finance, Legal, and Offerings teams to ensure ongoing regulatory and tax compliance across the product portfolio.
- Advise on the regulatory and tax implications of new products, service bundles, and go-to-market changes before launch.
- Oversee and manage current and future audits and examinations by state and federal telecommunications regulators, serving as primary point of contact and coordinating responses.
- Monitor changes in federal and state telecommunications laws, regulations, and surcharge/fee schedules, and update internal compliance processes accordingly.
- Maintain filing calendars, documentation, and an audit trail sufficient to demonstrate compliance and support regular reporting to management.
- Prepare and deliver regular compliance status reports to senior management, including filing calendar adherence, audit status, and emerging regulatory risks.
- Stay current on federal and state telecommunications regulatory developments, including FCC rulemaking, state PUC proceedings, and changes to surcharge/fee schedules.
Qualifications
- Bachelor’s degree in Finance, Law, Business, or a related field — or equivalent work experience. Required
- 5–7 years of experience managing a similar telecommunications regulatory compliance and filing program Required
- Working knowledge of state and federal telecommunications laws and regulations.
- Demonstrated experience with FCC filings, including Form 499 (499-A/499-Q) and Form 477.
- Experience with state public utility commission filings, including the California Public Utilities Commission (CPUC).
- Understanding of Universal Service Fund (USF) and telecom surcharge/fee remittance obligations.
- Experience managing third-party compliance vendors.
- Familiarity with telecom tax determination engines (e.g., SureTax) and proper tax treatment and SKU/product mapping for telecommunications offerings.
- Ability to read and interpret federal and state regulatory orders, rulemaking notices, and tariff filings.
- Ability to collaborate and coordinate efforts across multiple departments within a corporate environment.
- Comfort using AI-assisted tools for research, document drafting, and workflow automation to improve efficiency.
- Proficiency with NetSuite.
Remote: Job duties are performed from the employee’s home home or another approved remote location. Remote employees are expected to maintain productivity, communication, and availability during agreed-upon working hours, in alignment with company policies.
