Overview

Program Management Analyst (VOPS-2026-25628)

Bowhead is seeking a Program Management Analyst to provide routine and complex program and financial management support/analyses.

This position is 100% on-site

Responsibilities

  • Work with RSD PD, CHENG, and Project Leads to establish processes for task planning (i.e., TPSs in NEPS).
  • Create and maintain professional templates, conventions, and how-to guides.
  • Document general and specific timelines for the process, including internal milestones.
  • Ensure maximum commonality across the portfolio, to include both FF and BBGN TPSs (where possible, aside from unique and specific variations driven by different sponsors)
  • Execute TPS-related process(es) defined in bullet above, ensuring TPS entries are accurate, complete, and configuration controlled.
  • Facilitate meetings with Dahlgren stakeholders (line managers, group leads, etc.) to coordinate their inputs and communicate our processes.
  • Input data into NEPS, and perform QA of the information.
  • Maintain archived exports of NEPS data.
  • Coordinate TPS data with BFM(s) for the portfolio, to facilitate alignment of task planning information (per NEPS) with financial planning and execution (per IBPES).
  • Provide general assistance to the PD, CHENG, and Project Leads for the RSD portfolio:
  • Coordinate and schedule meetings
  • Document and track action items
  • Document meeting takeaways
  • Develop and clean-up presentation material (slides, Confluence, etc.), suitable for senior audiences (SES, CAPT, Flag)
  • Other duites as assigned

Qualifications

  • Bachelor’s Degree preferred, HS Diploma or GED equivalent required
  • Five+ (5+) years of experience in collecting, reviewing, and analyzing information in support of programs.
  • Candidates will have demonstrated experience in the following areas: procurement support, program planning, logistics, and program cost analysis.
  • Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint
  • Ability to communicate effectively with all levels of employees and outside contacts
  • Strong interpersonal skills and good judgment with the ability to work alone or as part of a team

Physical Demands

  • Must be able to lift up to 50 pounds
  • Must be able to stand and walk for prolonged amounts of time
  • Must be able to twist, bend and squat periodically

SECURITY CLEARANCE REQUIREMENTS: Must currently hold a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
