Overview
BRMi/DMS is seeking a Senior Oracle Database Administrator to support the National Institutes of Health (NIH) in maintaining secure, high-availability database environments supporting mission-critical scientific research and business applications. This position is responsible for administering Oracle databases hosted in Microsoft Azure and hybrid environments, ensuring database availability, performance, security, backup and recovery, and compliance with NIH and HHS cybersecurity requirements.
The successful candidate will work closely with application developers, infrastructure engineers, cybersecurity teams, and Government stakeholders to support enterprise applications serving researchers, clinicians, and administrative personnel.

Responsibilities
- Administer Oracle databases across development, test, and production environments.
- Install, configure, patch, upgrade, and maintain Oracle database environments.
- Support Oracle databases in standalone and multitenant architectures.
- Administer Oracle Enterprise Manager (OEM) for monitoring, job scheduling, and database management.
- Configure and maintain Oracle Data Guard environments to ensure high availability and disaster recovery.
- Configure and support Oracle GoldenGate replication.
- Perform Oracle RMAN backup and recovery, Oracle Export/Import, and other database recovery activities.
- Monitor database health, availability, storage utilization, and performance.
- Perform database performance tuning and query optimization.
- Create and maintain database objects including tables, indexes, views, stored procedures, packages, and triggers.
- Execute SQL and PL/SQL scripts supporting application deployments and production maintenance.
- Manage database accounts, roles, privileges, and security configurations.
- Support production releases and database deployments in coordination with development teams.
- Troubleshoot database issues affecting enterprise applications.
- Develop and maintain database documentation and Standard Operating Procedures (SOPs).
- Collaborate with application developers supporting enterprise .NET, SharePoint, Drupal, and Azure-hosted applications.
- Support enterprise reporting and data warehouse initiatives.
- Support Security Assessment and Authorization (A&A), Authorization to Operate (ATO), FISMA, and NIST security requirements.
- Participate in scheduled maintenance windows, production deployments, and on-call support as required.
- Perform other duties as assigned
Qualifications
- Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical discipline.
- More than 10 years of experience conducting Oracle database administration in enterprise environments.
- Extensive experience administering Oracle databases in standalone and multitenant architectures across Windows, Linux, and UNIX operating systems, both on-premises and in cloud environments.
- Extensive experience implementing and administering Oracle Data Guard, RMAN backup and recovery, Oracle Export/Import, Oracle GoldenGate setup and configuration, and Oracle job scheduling and monitoring.
- Strong SQL and PL/SQL development, database performance tuning, query optimization, and troubleshooting skills.
- Experience installing, configuring, and supporting Oracle Client.
- Experience managing Oracle database security, user accounts, roles, privileges, and routine database maintenance.
- Experience performing database installations, upgrades, patching, production support, and disaster recovery activities.
- Experience developing and maintaining technical documentation and Standard Operating Procedures (SOPs).
- Ability to effectively communicate and collaborate with Government stakeholders, infrastructure teams, and application developers.
- Excellent analytical, problem-solving, verbal, and written communication skills.
- Ability to obtain and Maintain a Public Trust
Preferred Qualifications
- Experience with Oracle Database 19c.
- Experience administering Oracle databases on Linux.
- Experience administering MySQL databases on Ubuntu.
- Experience supporting Microsoft Azure or other cloud-hosted database environments.
- Experience supporting NIH, HHS, or other Federal Government environments.
- Oracle Certified Professional (OCP) certification is highly desirable.
