JOB TITLE: Business Intelligence Analyst
CAYUSE COMPANY: Cayuse Civil Services, LLC
LOCATION: Austin, TX - HYBRID
PAY RATE: $45.00-$64.00 per hour
EMPLOYEE TYPE: Temporary Full-Time Hourly Non-Exempt
Employment in this role is conditional upon successful execution of the contract by the client.
The current period of performance is scheduled to end on August 31, 2027 ; however, the client retains the unilateral right to extend the contract beyond this date by exercising one or more option periods, subject to the terms, conditions, and funding provisions of the awarded contract.
The Work
The Business Intelligence Analyst is responsible for gathering and documenting business and technical requirements, including detailed data requirements, business rules, acceptance criteria, and non‑visualization business needs. The Analyst will translate these requirements into comprehensive test plans, test scenarios, and test cases, ensuring full requirements traceability across the solution lifecycle.

Responsibilities
Key Responsibilities
- Lead requirements elicitation sessions with program areas, business owners, and project sponsors to gather, analyze, and document business, functional, and technical requirements.
- Translate complex business and operational needs into detailed technical specifications and data requirements suitable for BI, data warehouse, and analytics solutions.
- Define and document data requirements, data mappings, transformation rules, and business rules necessary to support reporting and analytics use cases.
- Develop and maintain comprehensive acceptance criteria, including non‑visualization requirements (e.g., data quality thresholds, performance criteria, security and access requirements).
- Serve as Test Manager for BI and analytics initiatives, creating and maintaining test plans, test scenarios, and test cases that provide full coverage of requirements.
- Ensure test assets are traceable to requirements, epics, user stories, and project artifacts, supporting a full Requirements Traceability Matrix (RTM) across Agile and Waterfall methodologies.
- Coordinate and execute system, integration, regression, and user acceptance testing (UAT) for reporting and analytics solutions, documenting results and tracking defects to resolution.
- Partner with project managers and technical teams to integrate testing activities into Agile sprints, epics, and stories, as well as traditional Waterfall project plans.
- Design, develop, and refine effective AI prompts and query strategies to retrieve, synthesize, and summarize data accurately from complex, multi‑source datasets.
- Translate complex data requests and operational questions into clear, structured prompts and queries that AI tools and advanced analytics platforms can interpret effectively.
- Guide non‑technical users in crafting precise AI prompts and queries to obtain accurate, relevant data for their reporting and decision‑making needs.
- Develop and maintain a catalog/library of standardized prompts, query templates, and usage patterns for common reporting and analytic scenarios.
- Collaborate with data science, AI, and engineering teams to improve models, prompts, and workflows that support responsible AI‑enabled analytics.
- Extract, integrate, and analyze data from diverse internal and external sources to support program operations, performance monitoring, and strategic initiatives.
- Work closely with end‑users, performance analysts, and IT leadership to design, validate, and optimize reports, dashboards, and visualizations for program monitoring, compliance, and official reporting.
- Apply advanced SQL and BI tool capabilities to develop complex queries, calculations, and metrics that align with program policies and business rules.
- Provide subject matter expertise in reviewing and validating AI‑generated output, including identifying and mitigating AI hallucinations, inaccuracies, and misinterpretations.
- Ensure all reporting and visualizations adhere to agency standards, data governance policies, security and privacy requirements, and regulatory compliance guidelines.
- Document report specifications, data definitions, metadata, and business glossaries to support reusable, enterprise‑level analytics assets.
- Champion data literacy and AI literacy across the organization by designing and delivering training sessions, workshops, and user enablement materials for non‑technical staff.
- Create clear, comprehensive documentation, quick‑reference guides, and tutorials on how to use BI tools, AI‑enabled analytics platforms, and prompt libraries.
- Provide one‑on‑one and group coaching to help staff interpret dashboards, understand metrics, and use data to inform decisions.
- Promote a data‑driven culture by actively encouraging and enabling staff to use self‑service BI, analytics, and AI tools responsibly and effectively.
- Support organizational change management activities related to the rollout of new BI, analytics, and AI tools, including communication, feedback collection, and continuous improvement.
- Collaborate closely with data engineering, database administration, and IT operations teams to troubleshoot data-related issues, resolve data inconsistencies, and improve data quality.
- Work with program staff and leadership to interpret data trends, answer complex data questions, and develop analytic insights that support policy and operational decisions.
- Identify opportunities to streamline data access, improve data quality, enhance reporting capabilities, and expand the use of AI in analytics in alignment with agency priorities.
- Stay current on emerging tools, techniques, and best practices in data analytics, BI/DW, AI prompting, and responsible AI, and recommend appropriate adoption strategies.
- Contribute to the development and refinement of standards, procedures, and best practices for BI, analytics, data governance, and AI usage.

Qualifications

- 10 years of experience gathering business requirements and translating complex data requests and operational requirements into clear, actionable queries for complex analytics data sources.
- 10 years of experience explaining technical findings and data limitations in simple, non‑technical language to end‑users and stakeholders with varying levels of data literacy.
- 10 years of experience in a complex data analysis, senior business/systems analyst, and/or data liaison role, preferably supporting enterprise BI or analytics initiatives.
- 10 years of strong, hands‑on experience with SQL for data extraction, transformation, and manipulation across large, complex data sets.
- 10 years of experience collaborating with end‑users and performance analysts or IT leaders to create, validate, and refine reports, dashboards, and data visualizations for program monitoring and official reporting.
- 10 years of excellent verbal and written communication, presentation, and interpersonal skills, with demonstrated ability to influence and build consensus.
- 10 years of experience with data visualization tools such as Power BI and/or Tableau, including development and optimization of interactive dashboards and reports.
- Must be able to pass a background check. May require additional background checks as required by projects and/or clients at any time during employment.
Minimum Skills Required
- Must possess problem-solving skills.

- Proficient in Microsoft and Adobe toolsets, including Excel, Word, PowerPoint, Acrobat, etc.

- Must be a Self-starter, that can work independently and as part of a team.
Preferred Qualifications
- 5 years of experience with Business Intelligence and Data Warehouse concepts, architectures, and development practices.
- 5 years of experience working in a health and human services or similarly regulated environment, with a strong understanding of program data, performance metrics, and reporting requirements.
- 5 years of experience applying data governance and data quality principles, including data stewardship, standards, and controls.
- 2 years of experience championing data literacy across an organization by developing and conducting training sessions for non‑technical staff.
- 2 years of experience training and mentoring staff with varying levels of data literacy and technical proficiency.
- 1 year of experience creating AI prompt catalogs or prompt libraries using tools such as Streamlit with Python or similar technologies.
- 1 year of experience applying responsible AI practices, including adherence to agency standards, ethical guidelines, and compliance requirements related to AI and advanced analytics.

Working Conditions
