The Opportunity
CACI is currently seeking a Program Analyst to support the PMS 312D Principle Assistant Program Manager (PAPM) and Deputy in tracking and developing metrics and reports, posting reports and other administrative duties as assigned in support of the Refueling and Complex Overhaul (RCOH) of carriers.
The candidate will lead the development of acquisition strategies and approaches for all Aircraft Carriers, encompassing Detail Design and Construction, Overhaul Advance Planning and Execution, Modernization, and Life Cycle support. This includes overseeing the Warfare System and Ship Systems. Develop programmatic reports, briefings, papers, and strategic analyses on construction, schedule, contract issues, strategies, incentives, and funding allocations for advanced planning and execution. Provide recommendations to management on weapon system development and integration. Manage and oversee the administrative support for Government issued and approved Statements of Work for Advance Procurement, Research and Development, and Detail Design, Modernization, Overhaul, Life Cycle support, and Construction Contracts. This includes version control, maintenance of historical files, development of templates, and organizing government technical input into draft products for Program Manager approval.

Responsibilities
- Oversee the development of RCOH POM cost models, issues, inputs, waterfall funding charts, and briefings.
- Supervise the creation of RCOH monthly metrics.
- Coordinate with Aircraft Carrier community stakeholders to develop and maintain the PMS 312 (PAPM Carrier Refueling Complex Overhaul) calendar and distribute the calendar for weekly schedule review meetings.
- Draft and/or finalize high-level briefings/presentations, issue papers, position papers, naval messages, memoranda, letters, and other correspondence.
- Develop and distribute agendas and meeting minutes as required.
- Coordinate and run meetings as required.
- Serve as the PEO Aircraft Carriers Liaison Action Record (LAR) receipt/distribution point of contact. Track all actions from assignment to completion.
- Manage various administrative duties including calendar management, submitting travel orders and tracking in DTS system, routing correspondence and other documents for review and approval and/or signature.
- Oversee the tracking of program training requirements.
- Manage Commitment Tracker Databases and produce weekly reports for briefing to leadership.
- Track travel requirements, adding and updating cost estimates to provide a comparison of requirements to budget.
- Develop and maintain Standard Operating Procedures (SOPs) for various processes.
Qualifications
Required
- 5+ years of related or applicable professional experience.
- Bachelor's degree in related technical field.
- Ability to interface efficiently with team members and technical leads.
- Possesses an active DoD Secret Clearance.
- Highly proficient in Microsoft Office Word, Excel, and PowerPoint.
- Must have good written communication, interpersonal, problem solving, analytical, detail-oriented, and mathematical and organization skills.
Desired
- DoW (formerly DoD) experience.
- NAVSEA or DPAE (formerly PEO) Aircraft Carriers experience.
- Aircraft Modernization knowledge or experience.
- Shipyard experience.

The proposed salary range for this position is
$78,700 - $165,200
