Volunteers of America National Services (VOANS) is seeking a Housing Compliance Analyst. This is a remote position.

This is more than a job! It's an opportunity to lead financial operations within a mission-driven healthcare organization. In this role , you will review and approve resident certifications for affordable housing programs, including, but not limited to HUD (Section 8/202/811), LIHTC, Tax Exempt Bond, HOME, CDBG, (N)HTF, CMF, and FDIC, and conduct due diligence reviews related to certification activity and data for assigned communities. Location: Remote Schedule: Monday- Friday 8:00 AM-5:00 PM Pay Range: $45,000-$60,000

What You Bring (Requirements)

  • Education: High school diploma
  • Experience: two (2) years' experience with HUD Multifamily Housing and LIHTC programs. Must have prior experience with both programs.
  • Strong communication and organizational skills
  • Ability to analyze, problem-solve, and collaborate effectively
  • Experience or familiarity with other affordable housing programs within the VOANS portfolio (Tax Exempt Bond, HOME, CDBG, (N)HTF, USDA Rural Development Section 515, CMF, FDIC).

Preferred Qualifications

  • HCCP, C3P, or a similar professional certification for LIHTC preferred. The certification must be obtained within the first year of employment if not held at the time of hiring.
  • COS, CPO, or a similar professional certification for HUD Multifamily programs preferred. The certification must be obtained within two (2) years of employment if not held at the time of hiring.
  • FHC or similar professional certification for Fair Housing preferred. The certification must be obtained within three (3) years of employment if not held at the time of hiring.

What You'll Be Responsible For

  • Complete the review of all affordable housing applicant/resident certifications and provide preapproval authorization for management agent staff to execute the Tenant Income Certification, HUD Form 50059, RD Form 3560-8, lease, and any other related documents.
  • Calculate the total household income of applicants and residents of qualified low-income households for affordable housing programs.
  • Calculate the adjusted income, tenant paid rent, and Housing Assistance Payment of applicants and residents of HUD or USDA-governed programs.
  • Ensure the correct household occupancy, income limits, and utility allowances have been applied to each certification, and that the certification matches the unit's income and rent designations in the property management software and unit mapping.
  • Provide corrective actions to management agents that are required prior to any pre-approval being issued.
  • Verify all compliance-related certification data has been entered in the management agent's property management software.
  • Determine the qualification of applicants and residents of low-income households with work or community service requirements, continuing eligibility requirements, or any other requirement established in a community's Tenant Selection Plan and/or the regulatory documents in effect for a given community.
  • Track scheduled recertifications for assigned communities and report on each community's performance to the VP of Housing Compliance and the management agent.
  • Assist with the preparation of certifications requested for review by outside agencies.
  • Assist the Housing Compliance Specialist with reporting required by monitoring agencies. This may include the manual entry of tenant data into compliance monitoring systems, or the preparation and transmission of electronic reports in OneSite.
  • Conduct independently or assist with on-site file reviews.
  • Assist the VP of Housing Compliance and with the following responsibilities:
  • Training activities for on-site personnel as it relates to affordable housing compliance.
  • Creating reports tracking compliance performance at communities in the VOANS portfolio.
  • Developing best practices for implementing affordable housing program requirements.
  • Resolving compliance workflow-related issues with systems used for the transmission and tracking of certifications and supporting documentation between applicants/residents, on-site personnel and Housing Compliance (OneSite, SmartSheet, HUD Secure Systems, etc.)
  • Notify the appropriate Management Agent staff of all issues in which an applicant or resident cannot be qualified for an affordable housing program or is suspected of using fraudulent means to qualify for an affordable housing program.
  • Assist with maintaining compliance for all applicable Fair Housing laws and regulations as they relate to the certification of low-income households for affordable housing programs.
  • Enhances community effectiveness by providing the necessary assistance, information and support to on-site managers and personnel.
  • Assist the assigned Housing Compliance Specialist serving as a liaison between VOANS and the governing agencies of applicable affordable housing programs, which may include participation in workshops and conferences sponsored by governing agencies.
  • Conduct on-site and desk file review audits of resident files as needed.
  • Other duties as assigned in the best interest of VOANS.
