TREASURER/SENIOR ACCOUNTANT

Classification: Regular, Full-Time, FLSA Exempt

Reports to: Finance Director

Annual Salary: $83,400 - $102,400 (depending on experience and qualifications)

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in accounting (CPA preferred), plus minimum of two (2) years of experience in accounting, treasury management, and investing (municipal accounting and investing preferred); or any equivalent of education and relevant experience.
  • Must be bondable.
  • Working knowledge of Utah state codes, including the requirements of the Utah Money Management Act and rules of the Utah Management Council, relating to the receipt, custody of and the investment of public funds.
  • Knowledge of banking and investment principles and policies.
  • Working knowledge of and experience in accounting practices and procedures; records retention and management; computer capabilities and applications (experience with Caselle accounting software preferred).
  • Ability to read, understand, interpret and explain updated codes relating to treasurer’s duties.
  • Must have a valid driver license.

ESSENTIAL DUTIES

  • Serves as the designated City Treasurer as defined in Utah State Code 10-6-141.
  • Determine the cash requirements of the city and provide for the investment of all money by following the procedures and requirements of Title 51, Chapter 7, State Money Management Act.
  • Perform and oversee the receipt of all public funds and monies payable to the city and deposit all funds into the appropriate bank accounts.
  • Keep an accurate detailed account of all money received by the city in the manner provided in accordance with the Uniform Fiscal Procedure Act for Utah Cities as directed by the City Council by ordinance or resolution.
  • Oversee and coordinate payroll functions with HR and payroll staff.
  • Prepare and file all reports required of the Treasurer by Utah state codes.
  • Attend City Council meetings, Work Sessions, Public Hearings, and other city meetings as required.
  • Evaluates, on a regular basis, the city’s cash position to assure sufficient funds to meet the city’s payable and payroll requirements.
  • Coordinates with and supports customer service staff and functions as it relates to utility, permit, and other payments taken.
  • Oversee the balancing and correction of errors or all deposits and credit card settlements within the city.
  • Perform or participate in financial audit.
  • Perform other duties as assigned.
  • Ability to use a personal computer, including ERP financial system, spreadsheets and word processing, 10-key calculator, phone, and copy/scanner/fax machine.
