Overview

GDC IT Solutions is currently seeking a Senior IT Project Manager to work in a hybrid capacity with the Pennsylvania Public Utility Commission (PUC) in Harrisburg, Pennsylvania. This position requires candidates to be located within commuting distance of Harrisburg and offers the opportunity to lead enterprise infrastructure modernization, software delivery, cloud initiatives, and complex technology projects that support critical regulatory and business operations.

As a Senior IT Project Manager you will be responsible for leading a portfolio of complex IT initiatives focused on infrastructure modernization, application delivery, system integrations, cloud technologies, and enterprise platform upgrades. You will collaborate closely with technical architects, developers, infrastructure engineers, database administrators, security teams, vendors, and executive leadership to successfully deliver strategic technology projects while ensuring alignment with organizational goals, governance standards, and project management best practices.

Responsibilities

  • Lead multiple concurrent IT projects through initiation, planning, execution, monitoring, and successful closure.
  • Manage project scope, schedules, budgets, resources, risks, issues, dependencies, and overall project delivery.
  • Coordinate cross-functional technical teams including infrastructure, application development, database, cloud, security, and vendor resources.
  • Partner with technical leads and solution architects to assess implementation strategies, technical impacts, deployment plans, and project risks.
  • Facilitate project governance activities, executive communications, stakeholder meetings, and status reporting.
  • Develop and maintain project documentation including project charters, work plans, schedules, RAID logs, meeting minutes, and status reports.
  • Manage vendor and contractor performance to ensure deliverables meet quality standards, project objectives, and established timelines.
  • Support enterprise technology modernization initiatives, infrastructure lifecycle management, and strategic IT transformation efforts.
  • Ensure projects adhere to agency governance standards, compliance requirements, and organizational strategic objectives.

Minimum Qualifications

  • Demonstrated experience managing complex enterprise IT projects from initiation through implementation and project closure.
  • Strong knowledge of project management methodologies, project planning, scheduling, budgeting, risk management, and resource coordination.
  • Experience managing infrastructure modernization, software implementation, or enterprise technology initiatives.
  • Ability to effectively coordinate cross-functional technical teams including infrastructure, software development, database, cloud, security, and vendor personnel.
  • Experience communicating project status, risks, and executive-level updates to technical and business stakeholders.
  • Experience developing and maintaining project documentation including project charters, schedules, RAID logs, work plans, and status reports.
  • Strong organizational, leadership, communication, and stakeholder management skills.
  • Ability to manage multiple concurrent projects while balancing competing priorities and deadlines.
  • Experience leading infrastructure modernization or data center migration projects.
  • Experience managing Windows Server, SQL Server, or .NET platform upgrade initiatives.
  • Experience overseeing application modernization and enterprise software implementation projects.
  • Experience managing system integration and API implementation projects.
  • Experience supporting cloud or hybrid cloud technology initiatives.
  • Experience working within government, public sector, or highly regulated environments.
  • Familiarity with enterprise governance processes, infrastructure lifecycle management, and strategic technology planning.
