East Asia and the Pacific (EAP) Region

The East Asia and the Pacific Region (EAP) has made the fastest progress in economic growth and poverty reduction of any region in the last quarter-century. The region is home to 4 of the top 10 largest developing economies. It is one of the most integrated regions with Global Trade and is at the forefront of manufacturing, digital economy, green energy, and tourism. We need the greatest talent focused on the EAP region to harness the potential and innovation happening across the continent. Despite progress, the EAP region still faces huge development challenges. Over the last decade, growth has been driven primarily by investment rather than increased productivity. Now private investment is weak, and productivity is declining, further inhibiting investment and the creation of good jobs. A large portion of the region’s population remains vulnerable to income shocks, including from a global economic slowdown, changing global and regional value-chains, and climate-related risks. Addressing domestic revenue mobilization has been a longstanding challenge for several countries in the EAP region, which has constrained public services.

EAPDE Unit Context

The EAP Development Effectiveness Unit (EAPDE) plays an important role in advising the Regional Vice President and supporting EAP’s management and operational teams to deliver the strongest possible program in line with country and corporate priorities. EAPDE’s work program ranges from strategic and operational advice to regional management, to highly bespoke guidance to operational teams, work on quality, pipeline delivery management, portfolio management and monitoring, regional risk management, support on regional and corporate priorities, and operational learning and knowledge sharing for regional staff. EAPDE serves as the secretariat for the Regional Operations Committee (ROC), and it is the hub for the region’s learning program. The unit also provides support from HQ to the Division Directors by ensuring a representation role liaising between country offices and HQ, and managing communication and relationships with EDs offices. Staff in the unit have expertise in Bank instruments and operations policy, operational experience in the key sectors relevant to EAP, specific expertise in climate change-related corporate commitments, and mastery of Bank operational data systems.

DUTIES & ACCOUNTABILITIES

EAPDE is seeking an experienced, high-performing, energetic, adaptable, and flexible team member with demonstrated dependability, ability to manage a large workload, and dedication to teamwork. His/her main accountabilities would include:

  • Pipeline and portfolio management and monitoring: (i) Monitor and analyze the region’s portfolio, pipeline, and operational performance; (ii) Support and/or organize periodic and country/thematic reviews and analyses of portfolio performance, prepare portfolio monitoring reports and presentations, and follow up on portfolio review recommendations; (iii) Support preparation of management briefs, presentations, and analytics for business meetings on lending, deliverables, ASAs, and portfolio managements; (iv) Support the rollout in the region of the D-READY initiative; and (v) Support the region’s monitoring of environmental, social, and integrity risks in operations.
  • Operational quality: (i) Support review of corporate reports, operational packages/documents (IPFs, DPFs, PforRs), country engagement products (CPFs, PLRs, CLRs, CENs) and various operational requests to ensure consistency with corporate operational policies and guidelines, regional priorities, and quality standards; (ii) Assist in advising Regional Management and task teams on complex operational issues, including corporate commitments and operations policy; and (iii) Support the ROC Secretary with the preparation and conduct of concept and decision meetings chaired by RVP related to various milestones in the project cycle.
  • Monitoring of implementation of strategies and programs: (i) Design and monitor of the region’s MOU; (ii) Prepare talking points, briefing notes, and background documents for the RVP and DSO in advance of the monthly Delivery Review Meetings (DRM) and regular MOU discussions with the MDO; (iii) Support tracking progress on outcome targets/scorecard and EAP’s other corporate strategic commitments such as climate change, gender, PCE/PCM, more and better jobs, citizens’ engagement, small states strategy, and FCV strategy; (iv) Advise on and monitor the use of IDA including IDA Windows; (v) Support the regional partnerships agenda including analytics in relation to donors and other multilateral banks, and (vi) Contribute to briefs for annual and spring meetings and other similar events.
  • Innovation, Knowledge, Communication: (i) Champion innovation including integration of AI tools into operational processes and EAPDE’s daily business; (ii) Support the coordination of the EAP operational community of practice; and (iii) Support knowledge sharing as well as the development and delivery of operational training for regional staff and EAP’s WBG Learning agenda.

Selection Criteria

  • Master’s level degree in a relevant discipline with a minimum of five years of relevant professional experience.
  • Thorough knowledge of World Bank operations, financing instruments, operational policies and procedures, project cycle, and accountability and decision making.
  • Good understanding of Bank’s corporate priorities and initiatives including, Jobs, Climate Change, Gender, FCV, Maximizing Finance for Development, and Outcomes.
  • Solid experience in pipeline, operations, and portfolio management.
  • Superior ability to analyze data and use the Bank’s data systems and tools.
  • Demonstrated ability to apply AI tools effectively in analytical work, along with curiosity and initiative in exploring emerging AI capabilities.
  • Demonstrated ability to translate technical content into plain language, and capacity to prepare reports and presentations using MS Word, PowerPoint, and AI tools.
  • Demonstrated oral and written communication skills in English including the ability to speak and write persuasively and present ideas clearly and concisely in meetings.
  • Demonstrated attention to detail, and follow-through.
  • Demonstrated ability to undertake a diversity of tasks within a rapidly changing and demanding environment on short deadlines.
  • Proven capacity to build strong working relationships with colleagues and clients, demonstrating empathy, reliability, and a willingness to assist others, and contributing to a culture of trust, collegiality, and shared success.
