Senior Plan Examiner, Asbestos Technical Review Unit (A-TRU)
Job description
The Department of Buildings promotes the safety of all people that build, work, and live in New York City by regulating the lawful use of over one million buildings and construction sites across the five boroughs. With a focus on safety, service, and integrity, the Department enforces the City's Construction Codes, Zoning Resolution, and the New York State Multiple Dwelling Law. The Department enforces compliance with these regulations and promotes worker and public safety through its review and approval of building plans, permitting and licensing functions, and inspections. In addition to Code and Zoning compliance review, emergency response and professional analysis of accidents to prevent future incidents, the Department has strengthened its education and outreach programs to provide the construction industry, property owners and tenants with a heightened understanding of safety awareness.
The Senior Plan Examiner, Asbestos Technical Review Unit (A-TRU) examines and reviews plans and specifications of structures and building equipment systems related to asbestos projects for conformity with the NYC Construction Codes, Energy Code, Zoning Resolution, and other pertinent laws and rules; and supervises staff performing this work.
Under direction of the Senior Advisor, Enforcement Operations and in coordination with Asbestos Technical Review Unit (A-TRU) management at the Department of Environmental Protection (DEP), with great latitude for independent judgment and action, they will be responsible for managing the Department of Buildingsā (DOB) participation in the Asbestos Technical Review Unit (A-TRU). Duties will include: -Manage the technical review and approval process for asbestos projects, technical reports (ex. A-TR1), and variance applications submitted by the regulated community to ensure regulatory compliance; review and approve the work product of examiners -Prepare and update standard operating procedures and provide technical guidance and training to the examiners -Respond to inquiries from applicants and the public -Manage daily task assignments and monitor workflow to meet established deliverable schedules; prepare and evaluate data; and prepare monthly and periodic status reports -Coordinate with the Department of Environmental Protection (DEP) and other agencies (including NYS Department of Labor, NYS Department of Environmental Conservation, NYC Department of Housing Preservation & Development, New York City Housing Authority, NYC Department of Correction, Fire Department of the City of New York, and NYC School Construction Authority) and conduct field inspections to resolve complex project issues, as well as respond to citywide emergency incidents -Represent DOB at intra/inter-agency regulatory meetings
CIVIL SERVICE STATUS Unless the list is exhausted during recruitment for this position, only permanent Architects, applicants who are reachable on the Architect open competitive list, and applicants as indicated below will be considered.
Candidates who are permanent in comparable civil service titles may be considered for title change under rule 6.1.9 of the Personnel Rules and Regulations of the City of New York.
ARCHITECT - 21215
- A valid New York State Registration as an Architect. Current New York State Registration as an Architect must be maintained for the duration of your employment.
- In addition to above qualification requirements, to be eligible for placement in Assignment Levels II and III, individuals must have at least one year within the last three years of experience as a major contributor or a project leader on a complex project requiring additional and specific expertise in the disciplines needed to design or construct the project.
