CGAP is a global partnership of more than 30 leading development organizations dedicated to advancing the lives of people living in poverty, especially women, through financial inclusion.

CGAP works at the frontier of inclusive finance to test solutions, spark innovation, generate evidence, and share insights. CGAP’s knowledge enables public and private stakeholders to scale solutions that make financial ecosystems meet the needs of poor, vulnerable, and underserved people and of micro and small enterprises (MSEs), including through advancing women’s economic empowerment. CGAP envisages responsible and inclusive financial ecosystems that enable a green, resilient, and equitable world for all. CGAP is guided by a five-year strategy and annual workplans – the current strategy covering FY24-28 (CGAP VII Strategy) contributes to strengthening responsible and inclusive financial ecosystems by elevating the focus of financial inclusion to broader development outcomes.

To achieve this, CGAP focuses on contributing to seven outcome areas through its work program: (i) mobilizing financial services for climate adaptation, mitigation, and a just transition; (ii) mobilizing financial services for building resilience to shocks and managing risk; (ii) mobilizing financial services for women and MSEs to capture economic opportunities; (iv) increasing the breadth and depth of financial inclusion; (v) promoting responsibility in financial ecosystems and enabling financial sector policies and regulations; (vi) enhancing the effectiveness of impact investing in inclusive finance and the inclusiveness of carbon markets; and (vii) generating and promoting evidence of what works, where, and for whom.

As part of its work to mobilize financial services for building resilience to shocks and managing risks, CGAP seeks to address critical barriers to insurance provision including regulatory constraints, lack of political support, high cost of insurance, lack of awareness and trust, lack of data and technologies to provide affordable insurance to unserved and underserved segments. CGAP aims to foster the growth of inclusive insurance markets by focusing on two key areas:

(1) promoting customer-centric, scalable insurance solutions through the development of integrated risk management and tackling business model constraints, such as distribution and premium financing, to enhance scalability and impact; and

(2) fostering a conducive enabling environment by collaborating with regulators, supervisors, and national and global networks to advance effective policies, regulations, and market practices. To contribute to an enabling environment CGAP hosts the Access to Insurance Initiative (A2ii) that A2ii collaborates closely with insurance supervisors to create conditions conducive to the development of inclusive insurance markets in developing countries.

Job Duties and Responsibilities

CGAP is seeking an Extended Term Consultant-Inclusive Insurance Innovation Specialist with demonstrated knowledge and expertise in inclusive insurance, innovation techniques, project development and management, and network among insurance supervisory authorities. The ETC- Inclusive Insurance Innovation Specialist main responsibilities are to manage the implementation of the Inclusive Insurance Innovation Lab (iii lab), facilitating peer exchange among supervisors and support learning and dissemination of CGAP’s inclusive insurance agenda.

This assignment will contribute to advancing CGAP’s learning and advocacy agenda on inclusive insurance. The position will report to CGAP’s GROW Pillar Lead and will be an active member of CGAP’s GROW (contributing to Green and Resilient Strategic Outcomes I and II described above) Team, where this initiative is mapped to.

Specific responsibilities will include

  • Manage the implementation of the Inclusive Insurance Innovation Lab (iii lab)
  • Monitor implementation of innovation lab activities in Guatemala and Namibia and ensure quality control of outputs throughout the implementation phase
  • Stimulate peer exchange between iii-lab participants through various channels
  • Equip participants to take a leadership role within their sector/organizations facilitating connections with other organizations
  • Document learnings from the iii-lab in various formats (including blogs, short notes, videos and other material) to share with supervisory authorities globally and inspire action based on the learnings
  • Assess results and contribute to plans for future A2ii innovation activities
  • Facilitate peer exchange among supervisors
  • Engage in advocacy activities for adoption of the Cape Town Declaration on Inclusive Insurance, particularly by authorities in Latin America and the Caribbean to maintain and grow the Coalition of endorsers
  • Organize regional and global peer to peer exchanges to inspire action to implement the Declaration’s high-level goals
  • Advocate for the integration of inclusive insurance objectives in National Financial Inclusion Strategies, and supporting supervisors in setting actionable objectives and indicators based on CGAP guidance
  • Support dissemination of inclusive insurance regulatory best practices
  • Engage with IAIS and other strategic partners to ensure A2ii is the forum of choice for knowledge sharing and collaboration among supervisors
  • Provide input for regular content generation and drafting for regular communications for supervisors through blogs, LinkedIn, mailings etc.
  • Support research and dissemination for CGAP’s inclusive insurance project
  • Contribute to inclusive insurance advocacy and policy work through research and stakeholder engagement
  • Support pilot engagements with members and partners to further global knowledge on pathways to scale in inclusive insurance
  • Provide inputs into knowledge products, blogs, internal documents/presentations as needed
  • Contribute to GROW pillar and CGAP priorities
  • Participate actively in GROW team meetings, planning processes, and knowledge-sharing activities, contributing expertise and perspectives to broader discussions on GROW topics.
  • Support cross-pillar collaboration and identify opportunities to strengthen linkages between inclusive insurance and other GROW work, especially climate resilience and adaptation.
  • Contribute to broader CGAP initiatives and institutional priorities as needed, including internal collaboration and fundraising support.

Selection Criteria

In addition, the selected candidate will meet the following criteria (in order of importance):

  • A Masters in economics, finance, development studies, public policy, or another relevant field.
  • At least 5 years (preferably 9 years) of experience working in sectors related to inclusive insurance, with a specific focus on innovation
  • Recognized expertise in inclusive insurance, microinsurance, and premium financing strategies, particularly in low-income and vulnerable populations.
  • Familiarity with organizations active in the inclusive insurance space – an existing network is a plus
  • Experience in stakeholder engagement, including developing collaborative learning initiatives and/or industry coalitions.
  • Track record synthesizing and writing good quality knowledge products/messages on the topics specified above in accessible language for a general audience.
  • Ability to work independently, seek feedback when necessary, and consistently meet deadlines while ensuring high-quality deliverables.
  • Excellent communication skills in both written and oral English.
