Duties and Responsibilities:

The FMS Analysts shall perform the following tasks:

Review completion packages to locate, extract, and format data for loading into GFEBS or FMS. This data will typically involve the functional locations, equipment capacities, or specifications. Locates the related Operations & Maintenance (O&M) manuals and assists in the development of the Preventive and Planned Maintenance procedures and schedule.

Manage facility Operation & Maintenance (O&M) Manual archives.

Maintain facility equipment and building data in GFEBS and/or FMS. Analyzes preventative maintenance requirements of equipment and buildings and enters required parts and work activities into GFEBS and/or FMS.

Assist in establishing the processes necessary to perform spare parts inventory management and auditing on a regular basis; assists in the development of spare part cycle count reports.

Perform data entry and provides complete quality assurance of the data input.

Prepare procedures and flowchart to define workflow processes, and translate these processes into GFEBS or FMS.

Define, recommend, and assist with the implementation of inventory standards and maintenance activities for all building equipment.

Understand the database structure and reporting tools to effectively extract accurate information in a timely manner.

Coordinate with GFEBS and FMS users to facilitate the importing and exporting of data.

Identify, analyze, and review equipment maintenance problems with management and suggest revisions to the maintenance management program to improve facility operation.

Maintain the library of O&M manuals, drawings, manufacturer's specification sheets, schematics and effectively integrate associated scanned images into the FMS.

Collect, organize, and maintain O&M Manuals archives. Issue manuals or copies of O&M documents as required. Collect, organize and maintain facility paper and electronic archives. Print CAD and image files and provide copies of paper drawings as required.

Assist Technicians with collection of equipment and building specifications and operation data. Enter and maintain the data in GFEBS and/or FMS.

Analyze preventative maintenance parts, tools, and work requirements from O&M manuals and vendor resources. Assist in the creation of procedures for preventative, planned, and renovation work activities and enters in GFEBS and/or FMS.

Complete assignments in a professional, safe, quality and timely manner.

Work independently to identify tasks, prioritize needs, and satisfy dynamic requirements.

Establish and maintain effective professional relations with coworkers.

Communicate in a manner that enhances productivity and builds respectful relationships.

Provide exceptional customer service.

Conduct surveys and assessments of mechanical, HVAC, and plumbing equipment.

Utilize surveying equipment to gather accurate data and measurements.

Update and maintain Army systems FMS, GFEBs, Builder

Qualifications:

United States Citizenship required for security clearance.

Minimum of Associate's degree or equivalent technical certification in a related field such as mechanical engineering technology, HVAC technology, or plumbing technology.

Experience in surveying equipment.

Proficiency in updating Army Builder SMS preferred.

Experience with Army General Funds Enterprise Business System (GFEBs) preferred.

Experience in survey and documentation of commercial or industrial HVAC and electrical equipment including chillers, cooling towers, air handling units, condensers, roof top units, boilers, and air compressors.

Ability to create basic and intermediate data spreadsheets and FMS reports.

Basic and intermediate knowledge of FMS data entry, function, and reporting.

Ability to establish and maintain good working relationships with co-workers, DPW staff, and customers.

Ability to read and interpret equipment and building related specifications, O&M documentation.

Proficiency working with Microsoft Office products including Word, Excel and Access required.

Excellent oral and written communication skills with the ability to interact with all levels of management and customer interface skills are required.

Problem solving and innovative resolution ability and the ability to be a highly effective team member are required.
