Job Description
The Construction Manager (PMC) will act as the site-level execution leader and client representative, responsible for end-to-end construction management of transmission lines, substations (AIS/GIS/Digital), and renewable energy integration (solar, wind, BESS).
The role requires multi-disciplinary coordination across Electrical, Civil, and I&C systems, ensuring alignment with engineering intent, quality standards, safety requirements, and project timelines. The position interfaces closely with the Team Leader, Engineering Heads, QA/QC, HSE, and Project Controls functions to drive successful project delivery.
Key Responsibilities
1. Construction & Site Management
- Lead and oversee day-to-day construction activities for substations (up to 765 kV), transmission lines, and renewable integration infrastructure.
- Ensure execution as per approved drawings, technical specifications, QAP/FQP, and method statements.
- Supervise EPC contractors and subcontractors, ensuring compliance with contract requirements and site readiness.
- Validate site conditions, constructability, and readiness, including proactive identification of constraints (ROW, logistics, interfaces).
- Ensure effective deployment of manpower, materials, and equipment at site.
2. Multi-Disciplinary Coordination (Electrical, Civil & I&C)
- Coordinate closely with Electrical, Civil & Structural, and I&C Heads to ensure seamless integration of:
- Substation systems (AIS/GIS, transformers, reactors, switchgear)
- Transmission line works (tower erection, stringing, foundations)
- Control & protection systems (SCADA, SAS, PLC, WAPS/PMU where applicable)
- Resolve site-level engineering issues and ensure timely closure of RFIs, TQs, and design deviations.
- Ensure interface management between renewable plants (solar/wind/BESS) and grid infrastructure.
3. Renewable Energy & Grid Integration
- Oversee construction of solar PV plants, wind farms, and BESS systems, ensuring alignment with grid interconnection requirements.
- Ensure readiness of pooling substations, evacuation systems, and SCADA integration.
- Coordinate with stakeholders for grid synchronization, testing, and commissioning activities.
4. Project Controls & Planning
- Work with Project Controls team to:
- Track progress against L2/L3 schedules (Primavera/MSP)
- Monitor critical path activities and identify delays
- Implement recovery plans and corrective actions
- Support preparation of daily/weekly/monthly progress reports, dashboards, and forecasts.
- Ensure alignment between construction progress, procurement, and engineering deliverables.
5. Quality Assurance & Compliance
- Ensure strict implementation of Quality Management Systems (QMS) and project-specific QAP/FQP.
- Conduct and witness inspections, FAT/SAT, testing & commissioning activities.
- Monitor and close Non-Conformance Reports (NCRs) and ensure corrective/preventive actions.
- Ensure all works comply with IEC, IEEE, IS, and client specifications.
6. Health, Safety & Environment
- Enforce zero-incident safety culture and compliance with HSE plans and procedures.
- Ensure implementation of Permit to Work (PTW), risk assessments, and toolbox talks.
- Monitor contractor safety performance and conduct regular audits and inspections.
- Lead incident investigations and ensure implementation of corrective measures.
7. Stakeholder & Contractor Management
- Act as the primary interface between client, EPC contractors, vendors, and authorities at site.
- Conduct regular coordination meetings, progress reviews, and issue resolution sessions.
- Ensure timely approvals, decisions, and escalation of critical issues to the Team Leader/PMC leadership.
- Support statutory inspections and compliance with regulatory requirements.
8. Pre-Construction Planning & Risk Mitigation
- Conduct site constructability reviews and readiness assessments prior to execution.
- Identify potential risks (technical, logistical, environmental) and implement mitigation strategies.
- Ensure availability of drawings, materials, manpower, and access before activity commencement.
- Plan contingencies to avoid disruption and ensure smooth project execution.
9. Commissioning & Handover
- Oversee pre-commissioning, testing, and commissioning activities for all systems.
- Ensure completion of punch points, documentation, and as-built drawings.
- Support grid compliance tests, energization, and project handover to operations.
Leadership & Integration Role
- Work under the PMC Team Leader and provide leadership to site engineers and supervisors.
- Ensure alignment with:
- Electrical, Civil, and I&C Heads (engineering compliance)
- QA Manager (quality assurance)
- HSE Manager (safety compliance)
- Project Controls Head (schedule & cost monitoring)
- Drive a collaborative, performance-driven site environment.
Technical Skills
- Strong knowledge of:
- Substation and transmission construction practices
- Solar, wind, and BESS integration systems
- Testing & commissioning procedures
- Familiarity with tools:
- Primavera P6 / MS Project
- AutoCAD / engineering drawings
- MS Office and reporting tools
Technical Knowledge & Expertise
- Strong proficiency in substation construction and design constructibility reviews, including AIS/GIS substations, equipment layout optimization, and installation methodologies.
- Extensive experience in transmission line construction, including tower erection, foundation works, conductor stringing, and sag-tensioning practices.
- Hands-on expertise in OPGW installation, jointing, testing, and integration with communication and SCADA systems.
- In-depth understanding of construction sequencing, method statements, and site execution planning for EHV/UHV/HVDC projects.
- Ability to identify and mitigate constructability challenges at early stages to avoid rework, delays, and cost overruns.

- Strong leadership and team management capabilities, with proven ability to manage multi-disciplinary site teams and EPC contractors.
- Expertise in vendor and contractor management, including performance monitoring, coordination, and dispute resolution.
- Advanced skills in risk assessment, proactive planning, and mitigation strategy development to ensure uninterrupted project execution.
- Effective conflict resolution and negotiation skills, ensuring alignment among stakeholders and timely issue closure.
- Excellent communication and stakeholder engagement, enabling seamless coordination between client, consultants, and contractors.
Qualifications & Experience
- Bachelor’s Degree in Electrical / Civil Engineering (Master’s preferred) plus PMP certified.
- 15+ years of experience in power transmission, substations, and renewable energy projects.
- Proven experience in PMC/Owner’s Engineer roles for large-scale infrastructure projects.
- Strong exposure to EHV/UHV/HVDC systems (up to 220 kV–765 kV), GIS/AIS substations, and renewable integration.
- Strong communication and stakeholder management skills.
- Ability to operate in a matrixed, multicultural, and multidisciplinary environment.
- Willingness to travel for project reviews, factory visits, and site support.
- Demonstrates leadership, accountability, and adaptability in complex project environments.
