Job description

We are looking for an innovative Data Engineering Manager who will play a vital role in leading and developing high-performing teams. You will be responsible for delivering secure, scalable, and compliant data platforms and pipelines for both our internal initiatives and government contracts. This position requires the ability to obtain and maintain a Secret security clearance. As a Data Engineering Manager, your responsibilities will include:

  • Leading and managing data engineering teams focused on designing, developing, deploying, and sustaining data pipelines and platforms that support analytics, reporting, and AI/ML use cases.
  • Establishing and enforcing data engineering standards, best practices, and reusable patterns aligned with Serco's reference architecture and DevOps principles.
  • Overseeing the entire data lifecycle, including ingestion, transformation, storage, quality, governance, security, and observability across both batch and streaming workloads.
  • Collaborating with program managers, solution architects, data scientists, analysts, cybersecurity staff, and customer stakeholders to turn mission and business requirements into effective data solutions.
  • Ensuring compliance with federal security, privacy, and regulatory requirements in all data engineering solutions.
  • Pioneering the adoption of cloud-native and hybrid data platforms, along with Infrastructure as Code (IaC) and Continuous Integration/Continuous Deployment (CI/CD) pipelines to enhance reliability, scalability, and delivery speed.
  • Mentoring and developing data engineers, promoting technical growth and a culture of documentation, testing, and continuous improvement.
  • Supporting capture and proposal efforts by defining data engineering strategies, estimating effort, and articulating technical solutions for government solicitations.
  • Identifying opportunities to automate data governance, quality checks, monitoring, and operational support to reduce manual efforts and delivery risks.
  • Providing technical leadership and risk management across multiple programs to ensure consistent delivery of data engineering capabilities.

To thrive in this position, you will need

  • U.S. Citizenship.
  • An active Secret Security Clearance or the ability to obtain one.
  • A Bachelor's degree in computer science, engineering, information systems, data science, or a related technical field (advanced degree preferred).
  • A minimum of 8 years of progressive experience in data engineering and platform development, with at least 2 years in a technical leadership or management role.
  • Proven experience in designing, building, and operating production-quality data pipelines and platforms in cloud or hybrid environments (AWS, Azure, GCP).
  • Strong expertise in technologies such as Linux, Python, SQL, Spark, Databricks, and Airflow or similar orchestration tools.
  • Experience with modern data lakehouse and warehouse platforms.
  • Knowledge of DataOps, MLOps, and DevOps practices, including CI/CD, Infrastructure as Code (e.g., Terraform), containerization (Docker/Kubernetes), and automated testing best practices.
  • Familiarity with data formats and architectures (e.g., Parquet, JSON, Delta, star/snowflake schemas).
  • Experience in implementing data security, access controls, encryption, and auditability in compliance with enterprise requirements.
  • Background in establishing data quality frameworks, observability, logging, and monitoring for mission-critical operations.
  • Strong leadership and communication skills with the ability to explain complex technical concepts to non-technical stakeholders.
  • Experience in deploying solutions within government or regulated environments, understanding compliance and operational expectations.
  • Willingness to travel up to 10% of the time.

Desired Qualifications

  • Experience leading big data engineering efforts for advanced analytics, AI/ML, or decision support systems.
  • Familiar with streaming technologies (e.g., Kafka, Kinesis) and event-driven architectures.
  • Experienced in contributing to technical proposals, white papers, or solution architectures for government clients.
  • Security+ certification or other cyber-certifications/experience.

Preferred Qualifications

  • Familiarity with tools such as Databricks, Alteryx, or Dataiku.
  • Experience in government contracting and oral presentations for RFPs.
