Job description
Responsibilities:
Implement project HSE strategy for upper works construction
Integrate HSE requirements into construction methodologies
Identify and mitigate site-specific HSE risks
Enforce safe work practices in dam upper works
Coordinate with HSE officers and contractors
Supervise upper works construction activities
Monitor contractor compliance with HSE and QA/QC
Ensure compliance with dam safety standards
Conduct regular site inspections and audits
Verify corrective actions implementation
Ensure site personnel attend HSE inductions
Support toolbox talks and safety briefings
Promote safe construction behavior
Guide supervisors on safe work practices
Support emergency preparedness drills
Coordinate with design, QA/QC, and HSE teams
Liaise with contractors on daily site activities
Participate in coordination and safety meetings
Communicate technical and safety issues to PM
Represent Engineer in site-level engagements
Prepare daily, weekly, and monthly site reports
Document HSE incidents and corrective actions
Maintain construction and inspection records
Provide inputs to progress and HSE reports
Ensure document control compliance
Qualifications:
Bachelor’s Degree in Civil Engineering (required)
Postgraduate qualification in Hydraulics, Structural Engineering, or Water Resources (desirable)
Minimum 10–15 years of professional civil engineering experience
At least 7–10 years in dams and hydropower projects
Proven experience in: Upper works construction (spillways, intake, gates, powerhouse superstructure); Site supervision or resident engineering roles; Contractor management and construction coordination
Experience with FIDIC-based or donor-funded projects is an advantage
Supervision of dam and hydropower upper works
Concrete works, reinforced concrete structures, and hydraulic structures
Interpretation of engineering drawings, specifications, and BOQs
Quality assurance, inspection, and testing
Construction progress monitoring and reporting
