The Office of NYC Comptroller is seeking a seasoned procurement professional to serve as the Deputy ACCO, Procurement Operations under the supervision of the Agency Chief Contracting Officer (ACCO). The Deputy ACCO will oversee the procurement portfolio and will directly supervise staff to ensure the procurement of goods and services for the Agency are accurately planned and executed.

Responsibilities include but are not limited to the following:

  • Manage the Procurement Portfolio and functions under the direction of the Agency Chief Contracting Officer (ACCO) and consult as necessary for clarification on specific issues or nuances. De-escalate and resolve bottlenecks internally and externally. Identify risks or delays early and escalate with proposed solutions.
  • Enforce and monitor compliance with Chapter 13 of the City Charter, the Procurement Policy board Rules, and other Local Laws and Directives including contracting / subcontracting with Minority/Woman-owned Business Enterprises (M/WBEs) providing quarterly reports.
  • Ensure requests for goods and services are reviewed for a determination on procurement method, to capture all relevant details, and confirm specifications, including (but not limited to) quantity, timing, delivery instructions, invoicing requirements, payment structure, etc.
  • Consult with ACCO and other stakeholders as needed, including the Contracting Compliance and Central Purchasing Unit for processing Shared and Centralized requisitions.
  • Supervise the contract process in the Financial Management System (FMS), and other City systems including PASSPort for Responsibility Determinations, Performance Evaluations, and Direct Order Requisitions.
  • Lead solicitation development including but not limited to drafting complexed solicitations and procurements, determine responsiveness and responsibility, preside over the Evaluation Committee, proposal scoring, BAFO, etc. This includes drafting and submitting PSRs, RFAs, RCAMs, DOAs, etc alongside preparing the solicitations including but not limited to RFPs, RFBs, RFQs, etc.
  • Responsible for preparing and obtaining ACCO approval on recommendations/determinations of award, contract modifications and renewals. Ensure all relevant documents are accurate, approved and complete for submission for registration.
  • Actively supervise direct and indirect reports through clear delegation, defined expectations and regular follow-up to ensure tasks are progressing and completed as required. Support direct reports by owning the Procurement portfolio and promoting ownership of assigned portfolios.
  • Provide consistent and accurate updates to ACCO and Leadership on all team activities, including progress against deadlines, outstanding items, and any risks or constraints.
  • Monitor, plan for, and report on annual activities and deadlines including Local Law 63, M/WBE Prime & Subcontractor goals, retroactivity, etc.
  • P-card Administrator - Ensure internal requisitions exist and are approved before allowing charges on p-card. Lead monitoring efforts with P-card holders to identify unapproved charges and/or to remove applied taxes early. Submit receipts and reconciliation to Central Purchasing on time and monthly.
  • Perform other duties as may be required.

  • A baccalaureate degree from an accredited college and four years of full-time satisfactory professional experience in purchasing, procurement, contract administration or a related field, at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the above fields; or
  • A combination of education and/or experience equivalent to "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in "1" above.

Possession of an acceptable professional procurement certification may be substituted for up to one year of the experience described in "1" above. However, all candidates must have the eighteen months of administrative, managerial, executive or supervisory experience described in""1" above.
