Position Summary The Contract Manager possesses extensive subject matter expertise in the management and development of the end-to-end contracting and sourcing functions. This position will be responsible and accountable for planning, coordinating, and executing complex all health systems sourcing and contracting strategies, inclusive of local and GPO contracts, for clinical and non-clinical areas. Provides leadership to both internal and external resources and serves as the subject matter expert for any assigned categories to all Orlando Health facilities and staff, including executives and physicians. Partners with stakeholders to interpret needs and determine business requirements. Develops and executes contracting and sourcing strategies focusing on assurance of supply, quality, customer service, cost, innovation, regulatory compliance, and increased contract performance. Exercises exemplary professional judgment and effectively translates objectives, executes outcomes, and presents project deliverables to staff, stakeholders, and executive teams. Responsibilities Essential Functions • Serves as the subject matter expert for their assigned categories and develops sourcing strategies to identify opportunities that assist in lowering cost of supplies, improve standardization of product utilization, and/or result in process improvement. • Works with the Strategic Sourcing Director to gather information and help facilitate RFI/RFPs with key stakeholders. • Responsible for managing new contracts, contract amendments and extensions. • Extensively uses benchmarking and modern technology to gather potential savings, complexity, current contract details, and other factors to facilitate development and prioritization of projects and drive decision making. • Provides real time updates to Strategic Sourcing Director • Responsible for project deliverables, results, and internal/external stakeholder communications. • Regularly collaborate with stakeholders to establish, track, and monitor the service line’s growth, performance, and savings objectives and report these on a regular basis. • Collaborates with Clinical Resource Director to utilize evidence-based practice to lead the evaluation of products, goods, or services as a critical part of the strategic sourcing cycle prior to purchase and ensures standards are continuously met after purchase. • Manages supplier relationships with key and preferred suppliers within assigned categories/service areas, including but not limited to, project-specific relationship management, data review and analysis, performance management and improvement, and contract compliance. • Maintains key understanding of assigned categories and service areas in detail and identifies improvement potential across the value chain. • Drives timely completion of multiple competing priorities and manages daily work assignments to include reassignment of resources as needed to complete sourcing activities. • Acts as a liaison between internal stakeholders and external suppliers, maintaining relationships and ensuring satisfaction. • Makes presentations to all levels of the organization, including senior management, conveying findings, conclusions, recommendations and provides action plans in support of initiatives. • Maintains reasonably regular, punctual attendance consistent with Orlando Health policies, the ADA, FMLA and other federal, state and local standards. • Maintains compliance with all Orlando Health policies and procedures. Other Related Functions • Demonstrates high proficiency in gathering, analyzing, interpreting, and presenting complex data in a logical format. • Works with suppliers and departments to coordinate training in support of implementations • Leads and assigns activities for meetings related to areas of responsibility. • Skillfully conveys direction and information clearly and concisely both verbally and in writing. • Assists with special projects and committees as needed. Qualifications Education/Training • Bachelor’s degree required OR • Associate’s degree and four (4) years of directly related work experience • 8 years of experience in healthcare operations may substituted for bachelor’s degree Experience • Four (4) years of sourcing, contract management, finance, clinical, or logistics experience. • Strong computer skills (Microsoft Office) with emphasize on spreadsheet and PowerPoint design. • Sound critical thinking skills as it related to data analysis and contracting processes. • Must possess highly effective written and verbal communication skills.
