Description of Work
Under the direction of the Chief Financial Officer (CFO), the Deputy Chief Financial Officer (Deputy CFO) position will assist the CFO in carrying out the Financial area’s mission, goals and objectives while championing Department- and State-wide core values: Accountability, Customer Service, Diversity & Inclusion, Safety & Health and Teamwork & Collaboration. To this end, the Deputy CFO will work cooperatively with the Department and Division leadership to drive efficiency, accuracy, and transparency of current fiscal business functions by assessing, planning, and leading implementation of needed process improvements to mission-critical day-to-day operations and collaborating with other executive staff to set and meet fiscal business objectives. The Deputy CFO will support the CFO in managing standard annual processes, such as legislative and audit cycles, and ad hoc initiatives, such as coordinating responses to inquiries from a broad range of internal and external stakeholders, including the DHHS Secretary's Office, DHHS Leadership, other State agencies, the Governor’s Office, the Office of State Budget & Management (OSBM), State and federal auditors, members of the NC General Assembly, federal and local officials, and staff from national and state advocacy organizations.Job Description:
30% - Strategic and Operational Leadership
Assist the CFO in managing a broad, complex, dynamic portfolio of work to ensure the agency’s financial health, credibility, and ability to withstand audit and political scrutiny. Assist the CFO in developing and maintaining an inventory of key Financial area goals, objectives, and deliverables; a roadmap for any needed infrastructure or process improvements; and a system for monitoring and reporting on progress. Keep the CFO apprised of strategic and operational risks and opportunities and make recommendations for addressing.
Serve as a member of the DHHS Leadership team, including as the CFO’s designee in intra- and/or inter-agency collaborations, to streamline agency operations, plan and implement programmatic improvements and internally- and externally-driven initiatives. At times, serve as a liaison between the CFO and DHHS directors and managers navigating operational challenges and/or organization design and/or change. Help to establish policies and procedures that reinforce the Financial organization’s operational excellence culture. Assess personnel effectiveness and needs, and recommend recruitment, training, and retention strategies.
30% - Support of Financial Area Functions
Support the CFO in overseeing NC DHHS Financial operations to achieve efficiency, accuracy, and transparency in various administrative functions and services to internal and external customers. Conduct impact analysis and inform and/or develop plans to meet actions directed by the General Assembly, Governor, and/or federal government. Work with the directors of the DHHS Budget & Analysis (B&A) unit and DHHS Office of the Controller (OoC) unit to ensure coordination, efficiency, and excellence in support of all DHHS divisions. Represent the CFO, along with B&A Director and Controller, on cross-division committees and work groups to advance Financial area directives and/or initiatives, and ensure efficient, constructive collaboration and coordination.
30% - Communications
On behalf of the CFO, coordinate DHHS communications relating to Financial matters to ensure accuracy, consistency, alignment of messaging, and timeliness of Financial area communications internal to DHHS and all Financial-related responses to external inquiries. Maintain streamlined process by which DHHS divisions, Legislative Affairs, Communications, and the Financial area collaborate to respond to a wide variety of requests from external stakeholders for financial information. Build and maintain strong relationships with other DHHS leaders and staff and external partners in agencies such as the Governor’s Office, OSBM, Office of State Auditor, Fiscal Research Division of the General Assembly.
10% - Reporting
On behalf of the CFO, coordinate production of standard and ad hoc reports and presentations required to meet legislative, audit, and other mandates related to DHHS Financial performance. As with the Communications work, collaborate with other leaders and staff across DHHS to maintain an inventory of required reports, gather data, document compliance, explain Financial and programmatic performance, and ensure accuracy, completeness, and transparency of work products. Draft, review, and/or edit documents for the CFO’s review and approval.

Salary Grade Range: $89,596.00 - $201,593.00
Recruitment Range: $89,596.00 - $145,000.00

Demonstrated ability to work independently and with considerable discretion within the guidelines of state laws, regulations, and policies under the direction of the Agency Secretary/Commissioner.
Demonstrated ability to make well-informed decisions utilizing a high degree of judgment based on extensive knowledge of Agency related policies, procedures and practices.
Demonstrated ability to speak and write effectively and possess excellent communication skills; must be able to present comments, opinions, factual information, summaries of issues, and conclusions in a logical and concise manner for review by manager.
Demonstrated ability to communicate effectively both verbally and in writing with the general public, Agency management and management of regulated or associated entities.
Demonstrated ability to effectively manage and supervise staff and plan and direct all fiscal, personnel and program operations of a large portion of an Agency's operation.
Possession of professional designation appropriate to Agency operations.
