Job description

The Office of the District Attorney, Bronx County (“BXDA”) is charged with the twin goals of ensuring public safety and striving for equal justice for the over 1.4 million members of the Bronx County community. By “Pursuing Justice with Integrity,” the BXDA places a focus on assistance for crime victims while simultaneously ensuring fairness to defendants. Moreover, the BXDA aims to balance the need to seek appropriate punishment for certain crimes while recognizing when punitive measures do not adequately advance justice. By recognizing these significant distinctions and acting accordingly, BXDA has established a standard of excellence in the representation of the Bronx community at large, which continues to grow stronger every day.

In furtherance of this mission, the Human Trafficking Unit (HTU), located within the Special Victims Division, works closely with the New York City Police Department, other law enforcement agencies, and members of the community to proactively identify current, former, and potential victims of sex and labor trafficking, as well as to investigate, apprehend, and convict those who promote, profit from, or patronize the commercial sex or labor trafficking trades. HTU is seeking an Intelligence Analyst who will be responsible for providing HTU with investigative, analytical, and investigative support.

This position is specifically for an Intelligence Analyst who would be assigned full-time to the Human Trafficking Unit, though the Intelligence Analyst will work closely with the Crime Strategies Bureau (CSB), located within the Strategic Innovations Division, which works to identify groups and individuals most responsible for committing crimes that impact our community, with a specific focus on violent crime.

JOB RESPONSIBILITIES

  • Possess superior organizational, time management, writing, and communication skills.
  • Work directly with Assistant District Attorneys (ADAs) and law enforcement on Human Trafficking cases and investigations.
  • Gather, analyze, and process data using industry-current and in-house applications
  • Assist in developing and implementing intelligence-driven prosecution strategies
  • Interpret the results of intelligence and statistical analysis
  • Perform a full range of intelligence, analytical, and investigative support when needed.
  • Gather, synthesize and analyze from Open Source Intelligence (OSINT), third-party sources, and law enforcement databases to support Human Trafficking investigations and prosecutions.
  • Analyze and review social media and other digital evidence to identify material information, identify potential suspects and potential victims, and establish connections between people.
  • Review forensic results generated by the BXDA Digital Forensics Laboratory from mobile devices, computers, and other digital media, including Child Sexual Abuse Material (CSAM).
  • Review and analyze call detail records (CDR), cell site records, and other relevant geolocation data.
  • Identify potential locations and victims of human trafficking by reviewing and analyzing commercial sex and hobbyist websites.
  • Regularly review and analyze police reports to proactively identify potential trafficking victims.
  • Develop and maintain professional relationships with governmental and nongovernmental human trafficking organizations.
  • Attend taskforce meetings, information fairs, professional training, community outreach and educational programming, and other meetings as directed.
  • Participate in occasional law enforcement operations outside of standard work hours.
  • Occasionally assist Assistant District Attorneys outside of standard work hours.
  • Assist in preparation of reports and presentations for management regarding human trafficking trends.
  • Other duties as assigned to support the Special Victims Division, specifically the Human Trafficking Unit, and the Strategic Enforcement Division, specifically the Crime Strategies Bureau.

PREFERRED SKILLS

  • Bachelor’s Degree preferably in one or more of the following fields: Computer Forensics, Computer Science, Data Analytics or Data Science, or Criminal Justice.
  • Two years related experience preferred.
  • Criminal justice system experience preferred.
  • Formal intelligence analysis experience and/or certification preferred.
  • Proficiency with Microsoft Office products, particularly Word, Excel, Outlook, and PowerPoint.
  • Proficiency with Adobe.
  • Strong willingness to learn and adapt to rapidly changing technology, i.e., a quick learner technologically.
  • Ability to work in a fast-paced environment with frequent interruptions and changing workflows.
  • Capable of working independently, as well as collaboratively, to manage multiple cases.
  • Dependable team player with a cooperative and collaborative mindset.
  • Strong attention to detail, excellent organizational skills, and a high degree of accuracy.
  • Capable of building institutional relationships with community residents and organizations, police, and other law enforcement agencies.
  • Ability to effectively communicate investigative results to other team members and to testify in court if necessary.
  • Ability to adhere to strict requirements regarding legal records management, data protection, and privacy/confidentiality.

Qualification Requirements

  • High school graduation or equivalent and three years of experience in community work or community centered activities in an area related to duties described above; or
  • Education and/or experience which is equivalent to "1" above.
