II. POSITION SUMMARY
Reporting to the General Manager of Korea PDO, the Project Quality Manager is a key member of the project leadership team and has responsibility for (i) planning, managing and reporting QA/QC for E, P, C, commissioning and startup phases; (ii) ensuring that the codes, standards and inspection requirements that have been defined for the project are fit for purpose, compliant with Korea regulatory requirements and are rigorously complied with; (iii) ensuring compliance of the project with all local required certifications, stamping, documentation, inspection, testing and third party approvals; (iv) working with the Engineering Manager, Project Procurement Manager, Construction Manager, Commissioning Manager, Operations Manager and Permitting Manager to ensure that the project is planned and executed such that there is no regulatory road-block to any stage of the E, P, C, commissioning, or startup.
III, NATURE AND SCOPE
Air Products Korea intends to build, own, and operate industrial gas plants and green energy plants i.e. ASU, Ammonia terminal, Liquid Hydrogen production and storage etc. working with regional, global internal stakeholder and collaboration with external stakeholders.
The Project Quality Manager will be experienced in mega-project execution, with extensive experience working with international companies in the oil and gas and petrochemical sectors. With the unique attributes of the project as described above, the Project Quality Manager incumbent will need to have the capability to deploy skills and experience to define and manage an effective Project QAQC program at complex mega-project scale. Critically throughout such planning and execution, the incumbent shall have the capability and adaptability to develop solutions to first-of-a-kind situations and support the execution team in navigating undefined and/or conflicting regulatory requirements in the context of a first-of-a-kind, pioneer project.

V. PRINCIPAL ACCOUNTABILITIES
This position is responsible for the following:
- The Project Quality Manager reports directly to General Manager, the incumbent will have primary responsibility to further develop the Project Overall Quality Plan and Project QAQC Plan and take ownership for those plans.
- Ensure that the codes, standards, and inspection requirements that have been defined for the project are fit for purpose, compliant with Korea local regulatory requirements and are rigorously complied with.
- Implement PDO Business Management System (BMS) and project-specific Quality Management System as defined in the above documents.
- Work with Asia Quality Director, planned independent audits conducted by others within AP .
- Develop and implement project quality plan, which shall cover:
- Overall Project Certification Plan, including scope / responsibility matrix for equipment and facility certifications to be directly managed by AP and ones to be included in Contractor’s / Subcontractor’s scope.
- Establish detailed Project Quality metrics and overall Project Quality Index (PQI). Develop quality report format and publish monthly.
- Lead audits of E, P, C and Commissioning functional organization to ensure work processes are (i) fit-for-purpose and (ii) being followed.
- Work with sub-contract manager to engage in sub-contractor bidding package and contract review. Define QA/QC requirements in RFQ (Request for Quotation) package, review QA/QC plan submitted by bidders in bidding package, review QA/QC requirement and QA/QC associated information in contract terms and conditions.
- Evaluate QA/QC capability of design institutes and sub-contractors during selection stage. Approve Project specific quality plan submitted by contractors, monitor and report on the effective implementation of the quality plan and assess compliance with contractual quality requirements by the Contractor. Ensure suitability and competence of the manpower assigned by design institutes and sub-contracts at the time of contract award and on an ongoing basis throughout the project. Ensure timely escalation of issues and non-conformances to project management team.
- Be responsible for evaluating and monitoring the training program and capability of Air Products full-time employees and contract staff assigned to the project.
- Define and obtain government buy-in to the scope of government inspection/witness points. Coordinate the execution.
- Interface with customer’s quality team as a SPOC (i.e. especially Samsung’s QA/QC contractor – onsite work)
- The Project Quality Manager shall coordinate closely with the Permitting Manager to ensure that the project is planned and executed such that there is no regulatory road-block to any stage of the E, P, C, commissioning, or startup. Functional Managers shall support: Project, Engineering, Construction, Startup, Operations.
- Facility project feedback process and continuous improvement implementation, including customer and Operations feedback management, internal and external non-conformance investigation and resolution, lessons learned capturing.
- Coordinating with Project Procurement Manager, define scope of work and manage the appointment and execution of authorized third party for inspection, certification, and verification services.
- The Project Quality Manager will be AP’s main representative in front of the Government’s technical authorities during Project execution phase. The incumbent shall coordinate with relevant functions in Contractor’s / Subcontractor’s organization to ensure the Project maintains effective interfaces and compliance with the Government Technical Authorities.
V. MINIMUM REQUIREMENTS AND QUALIFICATIONS
- Good communicator; Able to work effectively with a multi-nationality team i.e. regional/global team;
- Fluent in English, written and spoken;
- Trained and certified as auditor level according to international Quality Management System standards, i.e. ISO 9001;
- Familiar with applicable international standards in the industry such ASME, ASTM, and national standards.
- Familiar with the requirements and implementation in the Quality Assurance aspects as mandated in Law;
- >10 years relevant QAQC EPC experience in the oil and gas and petrochemical sectors, including local and global project experience;
- Strong skills in QAQC strategy development and planning;
- Mega-project, remote site experience including successful track record in management role;
- Rigorous, thorough and pays attention to details;
- Incumbent is expected to have Bachelor’s Degree of Engineering or higher.
- Incumbent is Korea based but expected frequent travel to job site and/or mobilize to job site for months-long assignment if necessary.
VI. ORGANIZATION CHART
Direct reporting line to General Manager of Korea PDO and project functionally to Overall Project Manager. The project quality management team to be developed upon project execution strategy.
