MITRE’s Research & Advanced Capabilities Development (N223) Department seeks an accomplished, proactive individual capable of serving as a sponsor-facing work leader and strategic work shaper for MITRE’s work with government officials specifically focused on advancing technology solutions in the C5ISRT (command, control, communications, computer, cyber, intelligence, surveillance, reconnaissance, and targeting) mission space. The N223 department leverages MITRE’s broad and deep technical bench to identify, evaluate, and accelerate technology solutions to priority Warfighter mission needs, with a work portfolio spanning the core organizations within the Office of the Undersecretary of War for Research & Engineering: Science & Technology, Critical Technologies, and Mission Capabilities.
Roles & Responsibilities
This position would help oversee a growing work program, currently around $1mil in size, but with the clear opportunity to exceed $5mil. This individual is expected to work in collaboration with the government sponsors of our work and MITRE’s technical talent to identify, shape, and oversee MITRE work for the Department of War’s C5ISRT mission needs, to include in contested environments in a diversity of operations and mission types. This can be through advancing specific technology solutions or developing and piloting processes and tools for advancing commercial technology solutions. The work will span operational gap analysis, technology analysis, mission engineering, and aligning emerging warfighting systems to agile acquisition process.
Work is performed at a minimum at the TS/SCI level, and this position requires significant (50% or more) time in-person in classified spaces at the MITRE site and/or government facilities in the Washington D.C. area.
Responsibilities include
- Being the primary MITRE interface to the government sponsors of the work: build/maintain trusted relationships with key government leaders and stakeholders.
- Being accountable for the overall execution of the MITRE work program: negotiate entry/exit of major tasks; onboarding of new staff; select MITRE leads for component work efforts, serve as their mentor/advisor, and provide performance feedback; maintain staff plans and budgets to ensure delivery within allocated resources; and ensure major milestones are met on time, within resources, and to government expectations.
- Leading by example: personally contribute to (or lead the development of) one or more high impact MITRE deliverables; maintain long-term professional self-development to become/remain a credible MITRE voice on C5ISRT technologies and threats across a diversity of mission types
- Establishing high quality of MITRE deliverables, in consultation with the N223 department leadership: ensure delivered products lead to successful, impactful government outcomes; review project deliverables and ensure appropriate peer review; and archive and appropriately share key deliverables.
- Bringing MITRE to bear for the project’s sponsors: Support relevant strategic initiatives of MITRE and the Division/Department; and build partnerships between your work and other MITRE work programs, including our internal research & development program.
Basic Qualifications
- Requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.
- Experience working at TS//SCI with ability to obtain and maintain an SCI, to include a recent SCI eligibility determination.
- U.S. Citizenship required
- Demonstrated leadership in kinetic and non-kinetic technology solutions related to C5ISRT-related operational problems, to include cyber operations, electronic warfare and electromagnetic spectrum operations, navigation warfare, space technologies, advanced sensors technologies, hard target intelligence analysis, and other relevant areas.
- Consistent track record of generating relevant, impactful product deliverables (including definition, completion, and technical quality), in a team setting.
- Ability to recruit, organize, supervise, and motivate teams of technical staff to execute task objectives.
- Strong critical thinking, analytic, and problem-solving skills – comfortable working in dynamic settings where task objectives may evolve or need to be shaped, or creative solutions to task impediments must be identified.
- Excellent interpersonal and technical communication skills, with the ability to write technical reports, present briefings, and persuasively speak to audiences of all backgrounds, including executives or senior customers.
- Demonstrated ability to work in an interdisciplinary team environment, establish and leverage a diverse professional network, and integrate contributions from a variety of resources (people, tools, organizations).
- This position requires a minimum of 4 days a week on-site.
Preferred Qualifications
- Experience with technology prototyping and transitioning to DoW warfighters, to include special forces operators.
- Experience with mission engineering analysis as defined by the Department of Defense Mission Engineering Guide, version 2.0 published 1 October 2023
- Active TS/SCI
