ABOUT THE ROLE

Techno is seeking a Deputy Force Account Manager to support a major regional transportation infrastructure program within an active railroad environment.

This role will support the planning, coordination, and execution of force account construction activities while partnering closely with project leadership, railroad operations, contractors, and multidisciplinary stakeholders to safely deliver work in revenue-service conditions.

The ideal candidate will possess strong railroad construction experience and a deep understanding of force account operations, outage planning, stakeholder coordination, and field execution within active rail environments.

This position will be based at the Program Management Office in Newark, New Jersey, with an in-office schedule of Monday through Wednesday. Candidates should also be comfortable traveling throughout New York City and New Jersey to support project sites, stakeholder meetings, and field activities as needed.

WHAT YOU'LL DO

  • Support the planning, coordination, and management of force account construction activities within active railroad environments.
  • Coordinate daily force account operations, including labor, equipment, materials, productivity tracking, and field execution.
  • Partner with railroad operations, dispatch teams, and project stakeholders to coordinate track access, outages, and work windows.
  • Collaborate with construction management teams to integrate force account activities into overall project delivery plans.
  • Monitor project budgets, schedules, and resource utilization while identifying potential risks and operational constraints.
  • Support change management efforts, including evaluating and documenting schedule, cost, and execution impacts.
  • Prepare reports related to safety performance, labor utilization, work accomplishments, and outage execution.
  • Participate in constructability reviews, coordination meetings, and planning sessions.
  • Review drawings and construction documents with a focus on railroad operations and field sequencing.
  • Support operational readiness activities, including testing, commissioning, and systems integration efforts.
  • Coordinate with railroad departments including track, signals, communications, and traction power teams.
  • Serve as a delegate to the Force Account Manager when required to ensure continuity of project leadership.
  • Support development of field procedures, coordination practices, and process improvements.


QUALIFICATIONS

  • Bachelor's degree in Engineering, Construction Management, or a related field preferred.
  • Minimum 8-12 years of experience supporting railroad, transit, or heavy civil infrastructure projects.
  • Experience supporting force account construction activities is required.
  • Experience working in active railroad or transit environments with direct coordination of operations, dispatch, and field crews is required.
  • Strong understanding of construction management, budgeting, scheduling, and change management processes.
  • Experience with track outages, possession planning, or work window coordination is strongly preferred.
  • Familiarity with FRA regulations, roadway worker protection (RWP), and railroad operating rules is highly desirable.
  • Experience supporting testing, commissioning, and systems integration activities is a plus.
  • Strong communication, stakeholder management, and problem-solving skills.
  • Proficiency with project management and reporting software platforms.
  • Prior experience supporting large public transportation agencies is required.
  • Strong preference will be given to candidates with experience supporting Amtrak, NJ Transit, MTA, PANYNJ, or comparable rail transportation organizations.

The expected salary range for this role in New Jersey is $85 - $130 per hour. The total compensation, including salary and bonuses, is determined by various factors such as experience, skill level, location, and qualifications, which are evaluated during the interview process
