Senior Construction Representative

Position Overview

Team Royal is seeking a highly experienced Senior Construction Representative to support Construction Management Services (CMS) for the Kentucky Lock Addition Civil Works Mega Project, a large-scale infrastructure effort valued at approximately $400 million.

This role provides construction quality assurance (QA) inspection services in an advisory capacity to ensure contractor work meets all specifications, safety standards, and contract requirements.

This position is contingent upon contract award. This position requires passing an extensive background check.

Key Responsibilities

Construction Quality Assurance & Inspection

• Conduct on-site inspections of construction activities, materials, installation, and testing
• Verify compliance with plans, specifications, schedules, and safety requirements
• Identify deficiencies
• Review contractor quality control documentation
• Perform QA surveillance and enforce the USACE Three-Phase Quality Control System

Documentation & Reporting

• Prepare Daily Quality Assurance Reports using RMS
• Track deficiencies, RFIs, and corrective actions
• Maintain project files and documentation
• Provide written technical recommendations

Coordination & Technical Support

• Participate in meetings and inspections
• Review submittals and contractor methods
• Support progress payment reviews
• Mentor junior personnel

Required Qualifications

Experience

• Minimum 15 years in the construction industry
• Heavy civil, marine, or mass concrete experience
• Inspection and QA experience

Technical Skills

• RMS proficiency
• Knowledge of EM 385-1-1 and OSHA 29 CFR 1926

Certifications

• OSHA 30
• CQM-C (preferred)
• High School Diploma
• Valid driver's license

Security

• Must be able to obtain a CAC clearance

Work Environment

Full-time on-site role, primarily night shift, physically demanding with climbing, heights, and uneven terrain.

Travel

Occasional travel may be required, including overnight site visits.

Task Order Duration

12-month base period with up to eight 6-month extension options.
