Job description
We are seeking someone with DoD specific IT experience, knowledgeable in Capital Planning Investment Control and know how to apply it in an organization. This individual must have a technical background (must be knowledgeable in IT architecture) and solid project management skills. The candidate must be assertive and able to interact with higher level Government officials as there will be regular interaction with Program Managers across the agency.
Job Duties and Responsiblities:
- Support IT Capital Planning and Business Case and Analysis of Alternatives development
- Assist in developing, maintaining, and implementing a common, integrated, and scalable approach to IT planning and governance
- Conduct Gap Analyses; Capability Area Deep Dives; Issue identification, analysis and adjudication; Redundancy identification; Offset identification; and capability performance assessments
- Support Agency Information Technology (IT) business cases and portfolio by providing high quality, timely consulting services demonstrating the value of investments and support decision making
- Translate external and internal planning guidance into discretely defined IT investments
- Provide analysis, training and advice for developing informed business cases
- Develop and conduct Agency and one-on-one training
- Support governance boards, steering committees, investment review boards, or executive councils
- Provide support in developing programmatic cost estimates; identifying and analyzing resource options and alternatives; and identifying potential tradeoffs to support Agency decision makers
- Provide technical, administrative and logistical support for planning, conducting and reporting meetings, conferences and working group activities
- Perform budgetary Analysis (e.g., Return on Investments)
- Provide disciplined and mature project management controls for, but not limited to, requirements for technical planning, requirements management, configuration management, technical assessment, decision analysis, technical data management, interface management, risk management, and the certification and accreditation of all solutions
- Evaluate and assess investment performance, and the effectiveness and viability of mature capabilities in supporting mission requirements
The successful candidate will possess a(an):
- U.S. Citizenship and active Secret clearance is required; Top Secret is preferred
- Knowledgeable in IT architecture
- Experience with portfolio management practices and systems development life cycle practices and agency reporting processes and tools
- BA/BS required; advanced degree highly desirable
- PMP and ITIL V3 Certifications desirable
- Proficient in Microsoft office, especially Microsoft Project, PowerPoint, Visio and Excel
- Knowledgeable of OMB 300, OMB Circulars, FITARA policies
- Strong communication skills in English (verbal, written, and computer)
