Part-Time Proposal Desktop Publisher / Proposal Coordinator

Position Overview

Digital Global Connectors (DGC) is seeking a detail-oriented Part-Time Proposal Desktop Publisher / Proposal Coordinator to support the development, production, and submission of federal government proposals. This role combines desktop publishing, proposal coordination, compliance review, content editing, and occasional proposal writing responsibilities.

The ideal candidate has experience supporting federal government contract proposals and understands the requirements of compliance-driven proposal development. This individual will work closely with capture managers, proposal managers, technical leads, and subject matter experts to produce compelling, compliant, and professionally formatted proposal submissions.

Key Responsibilities

Proposal Development & Production

  • Format, edit, and produce federal government proposal documents in accordance with solicitation requirements and company branding standards.
  • Create and maintain proposal templates, style guides, and formatting standards.
  • Integrate text, graphics, tables, resumes, past performance information, and other proposal content into final deliverables.
  • Assemble and prepare final proposal packages for submission.
  • Manage document version control and proposal production activities throughout the proposal lifecycle.

Compliance & Quality Assurance

  • Conduct compliance reviews against RFP, RFQ, RFI, and task order requirements.
  • Verify proposal content adheres to page limitations, formatting requirements, evaluation criteria, and submission instructions.
  • Perform quality control reviews to ensure consistency, accuracy, grammar, and professional presentation.
  • Track proposal requirements and assist with compliance matrices and response outlines.

Content Development & Editing

  • Edit and refine proposal content for clarity, consistency, readability, and responsiveness.
  • Support proposal teams by incorporating reviewer feedback and improving proposal narratives.
  • Participate in proposal color team reviews (Pink Team, Red Team, Gold Team, and Executive Reviews).
  • Capture, track, and implement review comments and action items.
  • Collaborate with subject matter experts to strengthen proposal responses.

Proposal Writing Support

  • Draft and update non-technical proposal sections as needed, including:
  • Executive Summaries
  • Corporate Experience
  • Management Approaches
  • Staffing Approaches
  • Transition Plans
  • Quality Assurance Plans
  • Past Performance Narratives
  • Support development of capability statements, white papers, and other business development materials.

Required Qualifications

  • 3+ years of experience supporting federal government contract proposals.
  • Experience formatting and producing complex proposal documents.
  • Advanced proficiency with Microsoft Word, PowerPoint, Excel, and Adobe Acrobat.
  • Strong understanding of federal proposal compliance requirements.
  • Exceptional editing, proofreading, and quality assurance skills.
  • Ability to work effectively under tight deadlines and manage multiple proposal efforts simultaneously.
  • Strong organizational, communication, and collaboration skills.

Preferred Qualifications

  • Experience in government contracting environments.
  • Experience conducting proposal compliance reviews.
  • Experience supporting proposal color team reviews.
  • Proposal writing and content development experience strongly preferred.
  • Familiarity with FAR-based procurements and federal acquisition processes.
  • Experience with Adobe Creative Suite (InDesign, Illustrator, Photoshop) is a plus.
  • APMP membership or proposal industry certification is a plus.

Work Schedule

  • Part-Time (10–25 hours per week based on proposal activity)
  • Flexible schedule with additional availability during active proposal periods and submission deadlines.
  • Remote work available.
