Description

The Egypt IMAPU Country Team would like to contract a Land and Geospatial Specialist Extended Term Consultant for Egypt for the following reason:

  • Egypt has existing engagements under the Swiss State Secretariat for Economic Affairs (SECO).
  • With the Integrated Land and Urban Management TA and ongoing business development, there is a constant need to address land and urban management with use of GIS and Geospatial data analysis. It will be a good opportunity to have support for the housing and tourism dialogue.

Duties and Responsibilities

  • Provide technical expertise on geospatial data collection, analysis, and management, including the use of remote sensing, GIS, and GPS technologies to support land administration and management projects.
  • Develop and implement methodologies for spatial analysis and modeling to assess land use patterns, monitor environmental changes, and support evidence-based decision-making in sectors such as urban development, agriculture, tourism development and disaster risk management.
  • Support the design and supervision of activities related to modernizing land information systems, including the digitization of land records, establishment of national spatial data infrastructures (NSDI), and ensuring interoperability of geospatial datasets.
  • Offer guidance on legal and regulatory frameworks for geospatial data, land tenure, and property rights, ensuring that project activities align with international best practices and local regulations.
  • Build the capacity of government counterparts and project teams by designing and delivering training programs on geospatial tools, land administration systems, and the application of spatial data for policy and planning.
  • Prepare detailed technical reports, maps, and presentations to communicate findings from geospatial analysis to diverse stakeholders, including government officials, development partners, and the public.

Selection Criteria

  • Educational Background: A Bachelor's degree in Geoinformatics, Geography, Surveying, Land Management, or a related field with a strong focus on geospatial technologies.
  • Technical Proficiency: Demonstrated proficiency with core GIS software (such as ArcGIS, QGIS), and a good understanding of remote sensing principles and data processing, including imagery acquisition using drones. Familiarity with managing and analyzing various spatial data formats (vector, raster) is essential.
  • Foundational Knowledge in Land Management/Administration: A clear understanding of the fundamental principles of land administration and management, including concepts related to land tenure, property rights, and the role of geospatial data in supporting land information systems.
  • Analytical Skills: Proven ability to perform fundamental spatial analysis, such as creating thematic maps, analyzing land use/land cover change, and working with satellite/aerial imagery. The candidate should be able to interpret spatial data to answer specific questions.
  • Data Management: Experience in collecting, processing, and managing geospatial data, including familiarity with GPS technology for field data collection and basic database management principles.
  • Communication Skills: Strong ability to communicate technical information clearly through written reports and map-based visualizations. The candidate must be able to explain methods and results to non-technical audiences. Ability to communicate fluently, in writing and orally in English and Arabic is required.
  • Problem-Solving and Adaptability: Eagerness to learn new tools and methodologies, with a demonstrated capacity to apply academic knowledge to practical, real-world land management and development challenges.

Reporting

The consultant will work closely with the Task Team Leaders in charge of programs in Egypt and report to Catherine Signe Tovey (Practice Manager, IMAPU).

The Consultant will be based in Cairo, Egypt.
