Job Title: Inspector – Integrated Safety & Business Area Enforcement

Location: Middelburg, Netherlands Hours: 36 hours per week Start Date: ASAP

About the role

We are seeking an experienced Inspector – Integrated Safety & Business Area Enforcement to support regulatory compliance, conduct investigations, and contribute to maintaining a safe and compliant business environment. The successful candidate will be responsible for independently carrying out inspections, analyzing data from multiple sources, identifying non-compliance, and collaborating with internal and external stakeholders on complex enforcement cases.

Key Responsibilities

  • Independently conduct inspections of business parks and commercial properties.
  • Investigate and analyze information from various administrative and public data sources, including property, business registration, and zoning records.
  • Perform on-site inspections to verify the actual use of commercial properties.
  • Assess property use against applicable zoning plans, regulations, and legislation.
  • Identify unauthorized property use, planning deviations, and potential indicators of criminal or undermining activities.
  • Prepare legally sound inspection reports, official correspondence, and case documentation.
  • Plan and carry out integrated follow-up inspections in collaboration with relevant stakeholders.
  • Work closely with departments responsible for spatial planning, public safety, economic affairs, and enforcement, as well as external regulatory and law enforcement partners.
  • Conduct home visits and inspect administratively vacant residential properties where required.
  • Monitor the progress, quality, and timelines of investigations.
  • Advise colleagues on findings and recommend appropriate enforcement measures.
  • Identify trends relating to vacancy, changes in property use, and area-specific risks.
  • Serve as a professional point of contact for business owners, property owners, and other stakeholders throughout investigations.

Required Qualifications

  • Bachelor's degree (HBO) in Integrated Safety, Law, Socio-Legal Services, Public Administration , or a related field.
  • Strong analytical skills with the ability to interpret information from multiple data sources and identify patterns.
  • Experience advising on enforcement actions and regulatory interventions.
  • Understanding of legal, administrative, and governance-sensitive environments.
  • Ability to independently manage investigations, case files, and workload.
  • High level of integrity, objectivity, and attention to detail.
  • Strong planning and organizational skills with a structured, results-oriented approach.
  • Excellent written and verbal communication skills, including the ability to handle challenging situations professionally.
  • Ability to work effectively within a multidisciplinary and stakeholder-driven environment.
  • Awareness of indicators associated with organized or undermining criminal activity and a broad understanding of public safety.

Preferred Experience

  • Regulatory enforcement, compliance, inspection, or supervisory roles.
  • Municipal or public sector experience.
  • Knowledge of zoning, environmental, or administrative legislation.
  • Experience working with multidisciplinary teams and external enforcement partners.
