Background: The WBG People Vice Presidency is responsible for getting the right public and private sector solutions to our operational teams and to our clients, and to produce scalable impact. Its mandate is to deliver knowledge for impact to enable and support the WBG to achieve its goals in support of our mission and specifically: providing guidance on creating more and better jobs; supporting foundational infrastructure and human capital, policy environment, and private sector mobilization; focusing on agribusiness, healthcare, infrastructure, manufacturing, and tourism; and support and accelerate specific targets such as M300, Health 1.5bn, and SP 500. The VPU’s objectives in driving outcomes include replicating and scaling effective solutions, enhancing thought leadership and innovation, and delivering timely knowledge to client teams.
Social Policy (SP) Global Department Context: Social Policy (SP) brings together the former Social Protection and Labor (SPL) and Social Development (SD) Global Practices into a unified platform for building inclusive and resilient social and labor systems. By addressing fragmentation across social, labor, and inclusion programs, SP strengthens policy coherence and places human capital accumulation at the center of social policy—recognizing that capabilities are built over time across the home, neighborhoods, and the workplace.
Social protection is a core pillar of this framework. Through social assistance, social insurance, and labor-linked programs, it reduces poverty, manages risk, and guarantees a basic standard of living while enabling households to invest in nutrition, health, and education. By stabilizing incomes and protecting against shocks, social protection supports human capital formation in the home, promotes inclusion and equity through contributory and non-contributory systems, and strengthens resilience during crises.
Labor markets are equally central, shaping income distribution, social inclusion, and economic stability. Active labor market programs, labor regulations, skills development, and links to social protection systems support human capital accumulation in the workplace by helping workers build skills through either wage or self-employment, access quality jobs, ensure safe and balanced working conditions, and manage transitions as economies evolve—combining opportunity with security.
Community and local development anchor social policy in neighborhoods, where local institutions, service delivery, and social cohesion shape opportunity. By strengthening local capacity and resilience, improving access to services, supporting local economic opportunities, and linking community priorities with national policy, these approaches create environments that reinforce human capital development beyond the household and workplace.
Together, social protection, labor markets, and community development form an integrated social policy framework that links protection, productivity, and participation. The merger reflects a shift from fragmented sectoral programs toward coherent social policies that support people across the life cycle—from childhood to old age—and across the spaces where human capital is built, deployed, and enhanced.
The Social Policy Global Unit performs the following functions:
- Defining strategic directions and business plan for the Social Policy Global Department.
- Capturing and leveraging knowledge effectively across regions, and in collaboration with DEC.
- Developing and coordinating the policy and regulations that support the WBG’s strategic directions and deploying of impactful solutions globally.
- Coordinating global engagements, partnerships and convening efforts.
Disability inclusion in Social Policy: Including persons with disabilities and expanding equitable opportunities are at the core of the World Bank’s work to build sustainable, inclusive communities, aligned with the institution’s goals to end extreme poverty and promote shared prosperity on a livable planet. The Global Program on Disability Inclusion in Social Policy integrates disability into development through knowledge sharing, analytical work, data, and good-practice guidance in alignment with corporate targets and across the Social Policy scalable solutions. Over FY27, the program stream will work on providing technical and advisory support on disability inclusion in labor markets including through agribusiness, care and social services that enhance economic productivity for persons with disabilities and their families, and offering just-in-time support for project design and implementation plans across sectors. The disability inclusion team also plays a strong role in networking and engaging with development partners in strengthening knowledge and collaborative solutions on disability-inclusive development.
The ETC will play a core role in supporting the implementation and delivery of the Global Program on Disability Inclusion, with specific attention to (i) implementation of advisory and knowledge activities on disability-inclusive agribusiness; (ii) providing evidence, knowledge, and on-demand technical assistance on disability inclusion under the SP scalable solutions with a focus on care and social services and labor markets; and (iii) internal and external dissemination and knowledge sharing on disability inclusion across verticals.
The ETC will report to senior staff leading the Inclusion thematic team, and liaise closely with the WBG Global Disability Advisor, while collaborating across teams.
Job Duties and Responsibilities
Specific responsibilities will include
- Implementation of the grant on Disability-Inclusive Agribusiness
- Synthesize global good practices/evidence on disability-inclusive agribusiness jobs.
- Organize and deliver consultations with organizations of persons with disabilities, development partners, task teams, and other relevant stakeholders for inputs into guides and toolkits.
- Support the drafting of a toolkit for task teams and clients in designing and implementing agribusiness operations that address barriers faced by entrepreneurs and smallholder farmers with disabilities.
- Assist in finalization of knowledge products (e.g. securing and monitoring editing, graphic design contracts) and dissemination.
Technical and knowledge support on delivery of scabable solutions and corporate targets
•Develop knowledge briefs, toolkits, and guidance materials on disability inclusion in the design and delivery of lending operations.
•Support task teams and CMUs to improve the quality of disability-inclusive operations and ASA with relevant analysis, review of PCNs, PADs and relevant documents, technical advice and policy guidance related to disability issues, and quality assurance.
•Curate and maintain a repository of evidence, beneficiary stories, and best practices on disability-inclusive development.
•Support the preparation of trust fund applications and seeking other funding to support non-lending activities on disability inclusion.
Knowledge sharing and partnerships
•Draft, edit, and refine a wide range of communications products, including content on annual reporting to the Human Right TF, donor-facing materials, social media copy, results stories, blogs, briefing notes, speeches, event summaries, and other materials as needed.
•Support the planning, promotion, and delivery of public and internal-facing events, both online and in person. This includes organizing accessibility provisions, preparing event concepts, promotional materials, speaker briefings, talking points, summaries, and follow-up communications.
•Represent the World Bank Group and Social Policy GP in external forums, when required, including the Global Action on Disability (GLAD) network, Conference of States Parties to the CRPD, civil society engagement, and stakeholder consultations.
Selection Criteria
•Advanced university degree (Masters or PhD) in relevant social sciences (e.g., Public Policy, Disability Studies, Sociology) or related fields.
•A minimum of 5 years of direct professional experience working on disability inclusion in development, with an emphasis on the sectors of education, employment, care services, and community led solutions.
•Demonstrated ability to develop, analyze and articulate technical issues in the disability sector and connect analysis to advice and guidance on policies and operational entry points.
•Demonstrated engagement with a broad network of stakeholders including organizations of persons with disabilities, key international development organizations and civil society, and academia.
•Knowledge of and experience in assessing and addressing accessibility needs of participants with disabilities for online and in-person engagement including meetings, webinars, multimedia, and documentation.
•Excellent writing and editing skills, with a strong command of English and an ability to convey complex ideas in a creative, clear, direct, and lively style. English language proficiency is essential.
•Ability to prioritize, work well under pressure and capably handle/juggle multiple tasks within tight deadlines. Experience working with cross-functional teams.
