Agriculture is vital to Kenya’s economy, contributing significantly to GDP and employment, ensuring food security, supplying industry, and earning foreign exchange. Kenya's diverse regions support various crops and livestock, making it important in local and regional markets. However, the sector faces challenges such as limited access to finance, climate vulnerability, and market access, especially for smallholder farmers.

The Kenyan government has introduced policies and programs to boost agriculture, food security, and poverty reduction. The World Bank supports these efforts with projects like the Food Systems Resilience Program and National Agriculture Value Chain Development Project, as well as technical assistance in areas such as policy reform, energy-efficient cold chains, digital innovation, climate-smart initiatives, inclusive childcare for cooperatives, resilient value chains, empowering rural women, and developing a crisis response plan for food security.

Following the completion of the AgriConnect Compact by the Government of Kenya, the World Bank is initiating a preparation of a new Kenya Agribusiness Development Project, which supports the implementation of the Compact to further deepen commercialization, strengthen agri-food value chains, promote private investment and job creation in the sector.

To effectively support implementation and preparation activities across this portfolio, the Agriculture and Food Global Practice in SAEA 2 seeks to convert an existing Short-Term Consultant (STC) to an Extended Term Consultant (ETC) position, ensuring continuity of expertise and sufficient bandwidth to manage the demands of the portfolio.

Objective

The objective of this assignment is to provide sustained technical and operational support for the supervision of active World Bank-financed agricultural projects in Kenya, and to contribute substantively to the preparation of the new Kenya Agribusiness Development Project, focusing on digital activities.

Scope of Work and Key Responsibilities

The Consultant will serve as an Agriculture Specialist within the SAEA2 unit, providing expert technical advisory and operational support to the digital agriculture portfolio in Kenya. Specific responsibilities shall include, but are not limited to:

Project Implementation Support

  • Support implementation of digital agriculture components under World Bank–financed agriculture projects through participation in implementation support missions and contribution to Aide-Mémoires, Back-to-Office Reports, and Implementation Status and Results Reports (ISRs).
  • Monitor project progress against agreed results frameworks and key milestones, and flag implementation risks, constraints, or delays to Task Team Leaders in a timely manner.
  • Provide technical review and quality assurance of project deliverables, studies, and analytical outputs related to digital agriculture.
  • Support procurement processes, including review of terms of reference for project-financed consultancies and technical evaluation reports, as required.

Project preparation

  • Contribute to concept development and project design for new operations and restructurings, drawing on implementation experience and sector knowledge.
  • Support preparation of analytical underpinnings required for project preparation, including diagnostics, background analyses, and technical assessments.
  • Assist in drafting core World Bank project documents, including the Project Information Document (PID), Project Appraisal Document (PAD), and related technical annexes.
  • Engage with government counterparts, private sector stakeholders, and development partners during preparation missions and consultations, as required.
  • Contribute to the design of project results frameworks and monitoring and evaluation arrangements.
  • Participate in internal quality review processes (including Concept Review and Decision Meetings) and support responses to review comments.

Stakeholder Engagement and Knowledge Management

  • Liaise with government counterparts, development partners, private sector actors, and WBG colleagues on matters related to digital agriculture interventions.
  • Contribute to knowledge products, analytical reports, policy notes, and best practice documentation on digital agriculture in Kenya and the Eastern and Southern Africa region.

Trust Fund Support.

  • Contribute to trust fund (TF) resource mobilization efforts, including support to concept development, engagement with development partners, and preparation of related documentation
  • Support the delivery of Trust Funded activities such as BRIDGES and the Korea Green Growth Trust Fund.

Other duties

  • Prepare briefing notes, talking points, and other knowledge products as requested by the TTLs or Practice Manager.
  • Support engagement with the Government of Angola on sector policy dialogue relevant to the portfolio.
  • Contribute to portfolio-level reporting and donor coordination activities
  • Contribute to other agriculture related tasks as discussed with the Task Team.

Selection Criteria

Qualifications and Experience

The ideal candidate will have the following qualifications and experience:

  • Education: Master’s degree in relevant discipline (social sciences, business management, finance & banking).
  • Experience: Minimum 10 years of practical experience in digital agriculture in Eastern Africa, with specific experience in Kenya strongly preferred.
  • Technical expertise: Demonstrated knowledge of agricultural development issues including smallholder productivity, climate-smart agriculture, value chain analysis, agribusiness finance, matching grants, and agricultural extension.
  • World Bank experience: Prior experience with World Bank operational processes, including project supervision and preparation, is highly desirable.
  • Language skills: Proficiency in English is required.
  • Interpersonal skills: Strong communication, analytical, and report-writing skills; ability to work effectively in a multicultural and multidisciplinary team environment.

Reporting Arrangements

The ETC will report directly to the Task Team Leaders of the Agriculture Portfolio of Kenya, under the overall supervision of the Practice Manager for the Agriculture and Food Global Practice in Eastern and Southern Africa. Close collaboration with other members of the Kenya agriculture team, as well as with environmental, social, fiduciary, and procurement specialists, is expected.

Duration and Location

  • Contract type: Extended Term Consultant (ETC)
  • Duration: 24 months, with possibility of renewal subject to performance and business need.
  • Location: Primarily home-based or based in the World Bank Country Office in Nairobi, Kenya, with regular travel to project sites and Washington, D.C. as discussed with the Task Team Leaders, under the overall supervision of the Practice Manager for the Agriculture and Food Global Practice in Eastern and Southern Africa (SAEA2).

Compensation

Compensation will be determined in accordance with World Bank Group ETC salary scales, commensurate with the candidate's qualifications and experience.
