III. NATURE AND SCOPE
The incumbent is expected to be expert on construction cost, be able to provide accurate and on time support related with construction cost for any project execution in Korea.
He or She must have English skill in writing and P/C (MS power point, MS word, MS excel) skill as well as the use of electronic mail and the Internet. Good English speaking is required to communicate and make presentations with Asia Construction and Estimation team about construction estimation results.
He or She is able to work extended hours if needed, including weekends and some holidays. The extended hours should be approved by the Korea construction manager before implementing and the total extended hours are not able to exceed 52hrs within a week according to local laws.
In case this position should work on the weekends and holidays, he or she can have alternative leaves.
IV. PRINCIPAL ACCOUNTABILITIES
This position is accountable for the following:
- Overall accountability to deliver accurate and competitive construction cost estimation, and responsibility of managing construction changes and re-measurement.
- Preparing detailed take-off construction estimates, using the appropriate Construction Estimating method and/or Computer System.
- Work closely with the Project Development Engineer(PDE), Construction Engineering, Procurement and Project Engineering in developing construction scope, costs and risks.
- Support construction contractor selection, including but not limited to develop standard BOQ, review bidder's BOQ and unit price with Korea market prices, provide justifications and recommendations.
- Work closely with team to review and negotiate contractor’s quantities and prices for construction changes.
- Work closely with team to develop re-measurement strategy for all unit rate construction contracts, and act accordingly.
- Review the construction estimating activities and results completed by outside engineering firms for all phases of a project, from initial bids to contract addendums.
- Ensure that the construction cost estimates used for funding requests are of sufficient accuracy to support our project execution budget performance targets.
- Understand and communicate construction environment issues that impact on our projects and overall business.
- Coordinate the various contractors at site. Monitor and ensure construction contractor's compliance to Air Products Safety Standards, Construction Standards and Procedures.
- Monitor the work of each contractor and make sure the quality of workmanship and materials meet Contract requirements. The project-based contract construction supervisor is not to act as designers and change specifications or drawings without prior approvals from the design group. Manage the design queries.
- Review and agree to the schedules and manning levels with the contractors and review update progress during the weekly meetings. Review the work progress on daily basis and prepare internal and external reports pertaining to job status and submit daily records, weekly reports and all necessary reports as required. Responsibilities include assessing and forecasting workload and skills demands on a site basis to secure schedule.
- Ensure that the contractors make the arrangements for receipt, inventory, storage, and safe handling of materials and equipment purchased by Air Products that are delivered directly to the job site.
- Report to Korea construction team manager any problems such as labor shortages, strikes, equipment delivery slippages, availability of contract documents and drawings, etc., which threaten to adversely affect job cost, schedule, quality, or safety. In addition, customer complaints related to Air Products scope shall be reported in writing immediately.
- Report to Korea construction team manager any potential safety hazards and unsafe conditions before construction starts on a project. This "report" must include the plan of action to promote safety awareness and eliminate unsafe conditions.
- Arrange for testing and witnessing all different testing and maintain a log as indicated in the Construction Quality Audits, or project quality plan.
- Review Rigging Study and supervision for heavy equipment installation such as cold box or heavy weight compressors at site. Supervise Perlite filling, Mineral wool Insulation, Painting, Oxygen cleaning, Flat Bottom Tank erection according to QA/QC Audit forms. (AP internal forms)
- Ensure compliance with specifications, site conditions of existing plants, job safety analysis (JSA), safety work permits, building permits, and national health and safety requirements as per country.
- Issue Field Change Request(FCR) according to instructions in the appropriate procedures. No verbal commitments are allowed.
- Review and approve contractors/suppliers invoices for payment without delay per required. Invoices are to be signed and stamped with date received and date of approval.
- Willingness to travel and be based in remote location in Korea.
- Willingness to work in the field-based environment.
- Writes Construction Execution Plan (CEP) during pre-construction phase.
- Develop site execution construction organization chart during pre-construction phase.
- Develop contracting plan, together with PM and Supply Chain Manager during pre-construction phase.
- Update Construction Execution Plan (CEP) during the construction phase.
- Ensures any new employee mobilizing to the site reads and understands the Construction Execution Plan (CEP).
- Updates construction organization chart during the construction phase.
- Ensures the project teams are committed to Air Products zero accident philosophy and ensures site programs and resources support a safe working environment. Managing a safety program that complies with safe work rules, OSHA (Occupational Safety and Health Administration) standards, the Air Products Safety Program, HASAP, and project site specific EHS (Environment, Health, and Safety) Plan.
- Ensure quality work from Contractors that meets or exceeds industrial standards and project procedures, drawings, and specification requirements. Ensure contractors meet industrial standards and the /Air Products project quality standards as well.
- Ensure the contractors are qualified to perform their assigned duties on the project.
- Monitor the execution and updating of detailed field work schedules and ensure Contractor’s compliance to the construction schedule and budget.
- Manage and direct the CM field staff in monitoring the execution of all Contractors to ensure that all contract terms and conditions are fulfilled, and that the installation is in accordance with plans, specifications, and standards.
- Review and approve all field changes to the Contractor’s scope of work prior to the changes being made.
- Ensure that all CM employees are aware that, if an emergency arises which requires action without the Construction Manager's / Site Construction Manager authorization; he is to be informed in writing, as soon as possible, by the staff person authorizing the action.
- Maintain a daily log of all events that are of a pertinent nature to the project and submit this book to at the end of the project, along with the final close out report.
- Prepare a monthly report and submit this report to the /Air Products Project Team within five (5) working days of the last scheduled workday of each month. This report will include a general overview of the project progress for the month, schedule status, cost status, average number of craft employees per Contractor on the project for the month and safety statistics for the month.
- Approve all CM employee expense report reimbursements.
- Approve all CM staff time, including Air Products’ employees assigned to the field.
- Prepare and submit a Construction Weekly Report to the /Air Products Project Team.
- Coordinate weekly meetings with all Contractors to discuss safety, commercial, technical, quality and schedule issues.
- Participates of the project monthly reviews presented to senior leadership, leads construction updates.
V. MINIMUM REQUIREMENTS AND QUALIFICATIONS
- Bachelor degree or above, majored in budget/estimation and construction engineering or equivalent
- 10+ years working experience in total, 5+ years in construction estimation for industrial gas plant construction projects, chemical or petrochemical projects
- Very familiar with construction market prices and keep monitoring them regularly and updating the latest unit prices and clarify their competitiveness of each unit price.
- Ability to multi-tasks, managing several activities at any time.
- Knowledge of project execution & site management
- Good communication and interpersonal skills
- Willingness to travel and be based in remote location in Korea and/or other countries
Advantages:

- Knowledge and experience of industrial gas projects, especially coal gasification /purification projects.
- Experience in construction management and/or construction estimation in international engineering company or high ranked local EPC.
- Knowledge and experience on construction subcontract management.
- Knowledge and experience on various construction types of contracts.
- Has certificates, licenses or experience related to the construction or estimation.
Construction related certificates such as “Engineer Construction Safety” (Korea National Technical Qualification), “Engineer Industrial Safety(Korea National Technical Qualification)” to be assigned to the required project site, Engineer Gas(Korea National Technical Qualification), Engineer Electricity, Korea National Technical Qualification)
