As a Local Content Senior Specialist, you will play a critical role in supporting Strategy&'s compliance with Local Content requirements across our Kingdom of Saudi Arabia operations. Working closely with project teams and corporate functions, you will help ensure accurate reporting, effective governance, and ongoing compliance with Local Content regulations and client commitments.
This role offers the opportunity to work across both project-level and entity-level Local Content activities, partnering with a wide range of stakeholders including Finance, Procurement, Human Capital, Operations, and business leadership. You will contribute to the development of robust reporting processes, provide analytical insights, and support the firm's commitment to delivering value in alignment with Saudi Arabia's national priorities.
Responsibilities
Project level local content
- Support Local Content requirements for projects, including collection, review and tracking of project-level Local Content commitments, performance and supporting evidence.
- Coordinate with project teams, procurement, finance, HR and relevant functions to gather and validate Local Content data for ongoing and new projects.
- Monitor project-level Local Content deliverables and reporting obligations to ensure compliance with contractual and client requirements.
- Assist in preparing project Local Content reports, dashboards, reconciliations and submission packs.
- Track project performance against Local Content targets and identify shortfalls, risks and corrective action areas.
- Support bid and project teams with Local Content inputs during proposal, mobilisation and delivery stages, where required.
- Maintain project-level Local Content files and documentation to support client reviews, audits and compliance checks.
- Coordinate with project stakeholders to ensure timely escalation of issues affecting Local Content performance or reporting.
- Contribute to the development of templates, tracker and standard ways of working for project Local Content monitoring and reporting.
- Provide ad hoc analysis and reporting on project Local Content metrics as required by management.
Entity level local content
- Support the preparation, review and maintenance of Local Content submissions, calculations and supporting schedules for KSA entities in line with applicable regulatory and internal requirements.
- Coordinate with Finance, Procurement, HR, Operations and other relevant teams to gather data required for Local Content reporting and compliance.
- Review and validate entity-level data used in Local Content calculations, including payroll, supplier spend, national workforce information, training and other relevant metrics.
- Prepare reconciliations between source systems and Local Content reporting schedules to ensure completeness and accuracy.
- Maintain proper filing of Local Content documentation, support packs and evidence for internal review and external requirements.
- Monitor Local Content reporting timelines and submission deadlines and ensure all required reports are prepared on time.
- Support the implementation and continuous improvement of Local Content reporting processes, trackers and controls at entity level.
- Liaise with internal stakeholders to ensure alignment of Local Content data, assumptions and reporting methodology.
- Assist in responding to queries from internal reviewers, auditors, clients and regulatory stakeholders in relation to entity-level Local Content matters.
- Support analysis of entity-level Local Content performance and highlight risks, gaps and improvement opportunities.
Stakeholder coordination, governance and reporting
- Act as a key point of coordination between the central Local Content team and internal stakeholders across KSA entities and projects.
- Support governance and oversight of Local Content activities through timely reporting, issue tracking and follow-up.
- Assist in preparing management reports, presentations and summaries on Local Content status, compliance and performance.
- Support internal and external audits, reviews and assurance activities related to Local Content.
- Keep up to date with relevant KSA Local Content regulations, frameworks and client-specific requirements and support the team in embedding them into operations.
- Support with ad hoc requests, analysis and special projects related to Local Content.
Knowledge, skills and abilities
Qualifications
- University Degree in Accounting or Finance
- 5+ years of relevant experience
Skills
- Strong understanding of Local Content requirements and reporting practices in KSA
- Experience in working across entity-level and project-level data
- Strong analytical and reconciliation skills, with high attention to detail
- Ability to coordinate across multiple functions and manage competing deadlines
- Strong interpersonal and communication skills
- Ability to work independently and collaboratively in a team environment
- Strong organisational, problem-solving and follow-through skills
- Proficiency in Microsoft Office, especially Excel and PowerPoint; experience with dashboards and digital reporting tools is a plus
