About the BRAC International's Ultra-Poor Graduation Initiative (BI-UPGI):

BRAC's Ultra-Poor Graduation Initiative (UPGI) is a global unit of BRAC that was founded in 2016 to build off the success of BRAC's Ultra-Poor Graduation program in Bangladesh. BRAC UPGI aims to position the Graduation approach as a key driver to eradicate extreme poverty worldwide. It does this by:

Advocating for uptake of the Graduation approach by policymakers, national governments, multilateral institutions, and non-governmental organizations; and

Effective adaptation and implementation of the Graduation approach in countries around the world, supported through technical assistance and capacity strengthening for external stakeholders.

In 2002, BRAC pioneered the Ultra-Poor Graduation ("Graduation") approach in Bangladesh - a holistic intervention to help people lift themselves from extreme poverty - after recognizing that existing poverty alleviation programs were not reaching the poorest people. Through the provision of livelihood assets, cash transfers, and continued mentoring and training, the Graduation approach addresses participants' multidimensional needs within the local context and 'graduates' people from extreme poverty into sustainable livelihoods.

Graduation is an evidence-based, scalable intervention proven to break the poverty trap for the long term. So far, BRAC's flagship Graduation program has impacted over 2 million Bangladeshi households-totaling over 9 million people. To help eradicate extreme poverty, BRAC UPGI is working to scale globally by integrating Graduation into existing government programs and help 21 million more people lift themselves from extreme poverty by 2026.

But BRAC UPGI cannot do it alone. This is beyond the means and capacity of a single organization- no matter how ambitious or innovative. Sustainability and scale demand change at the systems level with active government engagement. BRAC UPGI is committed to creating effective solutions that leverage the available resources and existing programming to achieve the long-term benefits demonstrated by Graduation. The organization is partnering with governments, as well as multilateral institutions, NGOs, and civil society, in countries where BRAC UPGI thinks it can have maximum impact and drive greater uptake for Graduation.

About the Position

The BRAC-UPGI in Indonesia seeks to hire a Short-Term Consultant to support the Provincial Government of NTB in implementing the Transformative Empowered Village (Desa Berdaya transformative) Program through the Graduation approach. The consultant will support the Provincial Government in strengthening documentation, learning, and knowledge management systems, while supporting communications, stakeholder engagement, and knowledge-sharing related to the implementation of the Desa Berdaya Transformative Program. The consultant will report to the NTB Provincial Coordinator and will be based in Mataram City, West Nusa Tenggara Province.

Responsibilities

Under the overall coordination of the NTB Provincial Coordinator and in close collaboration with the Program Secretariat (under the Dinas Pemberdayaan Masyarakat dan Pemerintahan Desa/DPMPD), the Communication and Knowledge Management Officer will receive technical guidance from the Head of MEL and Research and work closely with the Communications and Documentation Specialist at BRAC Indonesia. The responsibilities include the following:

Support the development and production of high-quality content for internal and external communication channels, including newsletters, social media platforms, press releases, and other communication materials related to the Desa Berdaya Transformative Program.

Monitor, capture and compile news and information related to the Desa Berdaya Transformative Program through media monitoring, particularly from provincial and district/city-level media outlets.

Manage and maintain accurate and comprehensive documentation of programme activities, including reports, meeting minutes, project summaries, photos, videos, and case studies, while ensuring all materials are properly archived and easily retrievable.

Build and maintain relationships with local media outlets and relevant stakeholders to strengthen programme visibility and public engagement.

Support the planning and implementation of programme learning and knowledge-sharing events, including workshops, conferences, field visits, and community outreach activities, as well as the development of related communication and documentation materials.

Support training and capacity-building activities for coaches and government partners on communication, storytelling, and documentation practices.

Coordinate closely with DPMPD, the Social Affairs Office (Dinas Sosial), the Communication, Informatics, and Statistics Office, Bappeda, and other relevant government agencies and stakeholders to ensure aligned communication strategies and effective documentation processes.

Other (Safeguarding Responsibilities)

Ensure the safety of team members from any harm, abuse, neglect, harassment, and exploitation to achieve the program's goals of safeguarding implementation.

Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Follow the safeguarding reporting procedure in case any reportable incident takes place, and encourage others to do so

Key deliverables

High-quality communication and visibility materials produced regularly for the Desa Berdaya Transformative Program, including newsletters, social media content, press releases, implementation/adaptation stories, and other communication materials.

Media monitoring summaries and compilations of news coverage related to the Desa Berdaya Transformative Program at provincial and district/city levels.

Well-managed and organized documentation archives of program activities (simple repository), including reports, meeting minutes, event and activity documentation, photographs, videos, project summaries, learning notes and case studies.

Communication, learning and promotional materials developed to support program events, workshops, conferences,learning and knowledge exchanges and community outreach activities.

Event documentation reports prepared for key program activities, including participant highlights, photographs, media coverage, key discussion points and lessons learned.

Strengthened coordination and communication engagement with local media outlets, government agencies and relevant stakeholders to enhance program visibility and public awareness.

Support provided for communication and documentation-related training and capacity-building sessions for coaches and government partners, including preparation of materials and facilitation support.

Meeting notes and documentation prepared for coordination meetings, technical discussions, learning events and communication-related engagements with DPMPD, Dinas Sosial, Dinas Komunikasi, Informatika dan Statistik, Bappeda, and other relevant stakeholders.

Monthly communication and documentation updates prepared and contributed for submission to BRAC and provincial stakeholders.

Other deliverables as required.

Qualifications

Bachelor's degree in Communications, Journalism, Public Relations, Development Studies, or a related field.

Minimum of 3-5 years of professional experience in communication, documentation, public relations, knowledge management, or related fields, preferably within development or government related programmes.

Proven experience in high quality content writing, storytelling, editing and documentation both Bahasa Indonesia and English

Demonstrated experience in managing communication and documentation for workshops, learning events, training sessions, field visits or knowledge-sharing activities.

Excellent written and verbal communication skills in both Bahasa Indonesia and English

Strong organizational and project management skills with the ability to manage multiple tasks simultaneously and work effectively under tight timelines

Ability to work independently with minimal supervision, particularly in a remote coordination setting, while maintaining high responsiveness and quality of work.

Strong attention to detail and ability to maintain well-organized documentation and archiving systems.

Proficiency in communication and digital tools, including social media platforms, Microsoft Office, Google Workspace, content management systems, and basic graphic design software.

Excellent interpersonal and coordination skills, with the ability to build and maintain relationships with government stakeholders, media partners, programme teams and community actors.

Creative, proactive, and solution oriented, with the ability to translate programme activities and learning into engaging communication products.

Strong interpersonal skills and the ability to build relationships with diverse stakeholders.

Willingness to travel within West Nusa Tenggara as required

High level of integrity,professionalism, commitment to collaborative teamwork.
