TOWN OF APEX invites applications for the position of: Billing & Collection Specialist
ABOUT THIS POSITION: EXPECTED HIRING RANGE: $51,910.35 - 63,607.86 WORK LOCATION: 73 Hunter Street, Apex, NC 27502 SCHEDULE: Monday - Friday, 8am - 5pm POSTING CLOSING DATE: July 22, 2026 at 7pm
WHAT YOU WILL BE DOING: Performs intermediate-level customer service and administrative duties, including processing utility payments, assisting customers in person and over the phone, addressing billing inquiries and service complaints, submitting work requests, and maintaining accurate records. Responsible for opening and closing daily cash balances and ensuring proper reconciliation of transactions.
This position reports to the Assistant Billing & Collections Manager. This position does not have supervisory responsibilities.
A SAMPLE OF THE ESSENTIALS
- Processes utility payments received from walk-in customers and external drop boxes.
- Collects and records customer deposits in person, ensuring accuracy and proper documentation.
- Verifies and reconciles daily deposits to ensure accuracy.
- Process payments received through bank lockbox services.
- Monitors the status, release, and refund of customer deposits on accounts held by the Town.
- Assists walk-in customers with billing inquiries and account-related questions.
- Handles returned checks, including processing and contracting customers via phone and email to resolve payment issues.
- Serves as the Town's point of contact for the establishment and maintenance of payment plans for unpaid utilities and customer assistance program.
- Provides support for the online customer portal, including troubleshooting access issues, resetting passwords, and setting up new user accounts.

WHAT YOU'LL NEED
Requires a High School Diploma or GED and a minimum of 1 year of experience.
Preferred Qualifications
Associates Degree and at least 2 years experience in customer service, billing and or collections, or banking/teller.
