Overview
Palladium is seeking expressions of interest for a Deputy Team Leader for the upcoming Jordan Growth and Prosperity Programme (JGAP), funded by the UK Foreign, Commonwealth & Development Office (FCDO).
JGAP is a new economic and private sector development programme aiming to strengthen economic resilience and enable job-rich growth. The programme will operate across two complementary levels:
- Macro-level: Supporting the Government of Jordan (GoJ) to maintain macroeconomic stability by improving debt management and reducing fiscal pressures.
- Micro-level: Implementing Market Systems Development (MSD) interventions in selected sectors to drive inclusive, private-sector-led growth, with a strong focus on trade, exports, and job creation.
A central objective of the programme will be to ensure that economic reform translates into tangible, scalable outcomes for businesses, workers, and markets.
Purpose of the Role
The Deputy Team Leader will provide technical leadership with a primary focus on the design and delivery of Market Systems Development (MSD) interventions, while ensuring alignment with broader macroeconomic reform objectives. The role will focus on translating programme strategy into effective delivery, ensuring technical robustness, coherence across workstreams, and alignment between policy-level advisory and market-level interventions.
The Deputy Team Leader will support the Team Leader in overall programme management while taking primary responsibility for day-to-day delivery execution and technical quality assurance.
Key Responsibilities
Technical Leadership and Programme Design
- Lead the design and implementation of MSD interventions across priority sectors, ensuring strong technical quality and relevance to market systems.
- Lead the development and delivery of MSD strategies, including market analysis, intervention design, and implementation approaches
- Ensure strong alignment between economic reform priorities and programme interventions.
- Provide technical guidance to teams, partners, and consultants to ensure high-quality delivery.
- Support the development of innovative and context-appropriate approaches to programme delivery.
Programme Delivery & Performance Management
- Oversee day-to-day implementation of programme activities, ensuring delivery against work plans and objectives.
- Ensure programme outputs meet required technical standards and contribute to intended outcomes.
- Support adaptive management by identifying issues, risks, and opportunities and recommending course corrections.
- Contribute to programme planning processes, including development of annual work plans, budgets, and delivery strategies.
Integration Across Programme Components
- Ensure effective integration between macroeconomic reform and MSD components.
- Support coordination across technical teams and partners to ensure cohesive delivery.
- Strengthen linkages between policy-level advisory and market-based interventions to maximise programme impact.
Partnerships and Technical Coordination
- Work closely with consortium partners, consultants, and stakeholders to ensure coordinated and effective delivery.
- Support engagement with private sector actors, industry bodies, and government counterparts to inform programme design and implementation.
- Ensure technical inputs are aligned with programme objectives and delivered efficiently.
Support to Team Leadership and Management
- Deputise for the Team Leader as required.
- Support effective team coordination, communication, and performance management.
- Contribute to building a high-performing, collaborative delivery culture within the programme team.
Reporting and Quality Assurance
- Support the preparation of high-quality technical inputs into programme reporting.
- Ensure accuracy and quality of technical outputs and deliverables.
- Contribute to monitoring, evaluation, learning, and knowledge management processes.
Key Requirements
- Educated to degree level or with equivalent professional experience.
- Significant technical experience in Market Systems Development (MSD), private sector development, or value chain programming, ideally across multiple country contexts. Experience in Jordan and/or the
- MENA region is desirable.
- Demonstrated experience designing and delivering MSD programmes, including market analysis and intervention design
- Demonstrated experience designing and delivering complex development interventions.
- Experience working on donor-funded programmes (FCDO preferred).
- Strong analytical and problem-solving skills.
- Experience coordinating multidisciplinary teams and delivery across multiple workstreams.
- Ability to translate technical concepts into practical, implementable approaches.
- Strong communication and stakeholder engagement skills.

- Experience implementing MSD programmes in multiple country contexts
- Experience introducing MSD approaches in new or emerging markets
- Experience engaging private sector actors and industry bodies to deliver market-based solutions
- Experience in macroeconomic policy or economic reform desirable but not essential
