Overview

Palladium is seeking expressions of interest for a Team Leader for the upcoming Jordan Growth and Prosperity Programme (JGAP), funded by the UK Foreign, Commonwealth & Development Office (FCDO).

JGAP is a new economic and private sector development programme aiming to strengthen economic resilience and enable job-rich growth. The programme will operate across two complementary levels:

  • Macro-level: Supporting the Government of Jordan (GoJ) to maintain macroeconomic stability by improving debt management and reducing fiscal pressures.
  • Micro-level: Implementing Market Systems Development (MSD) interventions in selected sectors to drive inclusive, private-sector-led growth, with a strong focus on trade, exports, and job creation.

A central objective of the programme will be to ensure that economic reform translates into tangible, scaleable outcomes for businesses, workers, and markets.

Purpose of the Role

The Team Leader will provide overall strategic leadership and direction for the programme, ensuring effective delivery across both macroeconomic reform and market systems interventions.

The role requires a senior leader able to operate at the intersection of government reform and private sector development, translating policy priorities into implementable actions and tangible economic outcomes.

The Team Leader will serve as the primary interface with FCDO and Government of Jordan counterparts, navigating complex institutional environments, unlocking delivery constraints, and ensuring the programme achieves visible and sustained results.

The Team Leader reports to the Programme Director and is responsible for leading a multidisciplinary team and consortium partners.

Key Responsibilities

Programme Leadership & Representation

  • Serve as the senior representative for the programme with FCDO, Government of Jordan, and other key stakeholders.
  • Build and maintain strong, trusted relationships with senior government officials, private sector leaders, and development partners.
  • Lead engagement with key ministries and institutions to support reform implementation and programme delivery.
  • Represent the programme externally and position it within the broader economic development landscape in Jordan.
  • Foster effective collaboration with consortium partners and ensure alignment across delivery partners.

Strategic Direction and Reform Delivery

  • Provide overall strategic direction for the programme, ensuring strong alignment with national priorities and government reform agendas.
  • Translate economic policy and reform priorities into practical, implementable programme interventions.
  • Navigate political economy constraints and institutional barriers to enable delivery and sustain reform momentum.
  • Ensure strong integration between macroeconomic advisory and MSD interventions, particularly in driving job creation and private sector growth.
  • Identify emerging opportunities and risks and adapt programme strategy accordingly

Programme Delivery & Performance Management

  • Assume overall responsibility for programme delivery, ensuring outputs are delivered on time, within budget, and to the required quality standards.
  • Drive a strong focus on results, impact, and early visible outcomes, in line with client expectations.
  • Provide oversight and quality assurance for all programme activities, outputs, and deliverables.
  • Lead programme planning processes, including annual work plans, budgets, and performance frameworks.
  • Monitor implementation progress, manage risks, and escalate issues as appropriate.
  • Oversee monitoring, evaluation, results measurement, knowledge management, and value-for-money analysis.

Partnerships and Private Sector Engagement

  • Build and leverage relationships with private sector actors, investors, and industry bodies to inform and support programme delivery.
  • Identify and support opportunities to crowd in additional investment and partnerships.
  • Ensure the programme effectively engages market actors to deliver scaleable and sustainable outcomes.

Team Leadership and Management

  • Lead, manage, and mentor a multidisciplinary team across technical and operational functions.
  • Establish and maintain effective management systems, processes, and delegation structures.
  • Promote a high-performance, collaborative team culture focused on delivery and results.
  • Oversee staff performance management, professional development, and team coordination.

Reporting and Compliance

  • Lead the preparation of high-quality reporting to the client, including monthly, quarterly, and annual deliverables.
  • Ensure compliance with contractual, financial, and corporate requirements.
  • Maintain oversight of programme financial health, forecasting, and resource allocation.

Key Requirements

  • Educated to degree level or with equivalent professional experience.
  • Fluency in Arabic and English, with strong written and verbal communication skills
  • Significant experience leading complex international development programmes, preferably FCDO-funded.
  • Demonstrated experience working with or advising government institutions on economic reform, policy implementation, or public sector.
  • Experience in economic growth, private sector development, market systems development, or related fields.
  • Strong understanding of political economy dynamics and reform implementation in complex environments.
  • Proven ability to engage and influence senior stakeholders across government, private sector, and donor communities.
  • Demonstrated experience delivering results in high-pressure, politically sensitive contexts.
  • Experience managing large, multidisciplinary teams and complex programme delivery structures.
  • Strong leadership, communication, and stakeholder management skills.
  • Experience in Jordan or the MENA region strongly preferred.

  • Experience engaging with private sector actors, investors, or development finance institutions (DFIs)
